This requirement is for NSWCPD Code 442, which is responsible for the steam and diesel electrical power systems on board LHD class ships.

1.0.2 This contract is for non-personal services. It does not create employment rights with the U.S. Government whether actual, inherent, or implied.

1.0.3 Government/Contractor Relationship

1.0.3.1 The services to be delivered under this contract are non-personal services and the parties recognize and agree that no employer-employee relationship exists or will exist under the contract between the Government and the Contractor's personnel. Therefore, it is in the best interest of the Government to provide both parties a full understanding of their respective obligations.

1.0.3.2 The Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishable badges or other visible identification for meetings with Government personnel. 1.1 BACKGROUND

The legacy brush type generators currently installed on the LHD 1 class are obsolete, unsupported, high maintenance and failure prone. NSWCPD code 442 has been tasked with replacing them with a shock qualified brushless replacement that will give the ship a low maintenance and reliable electric plant to support the remainder of the service life for the LHDs.

The following specification defines the requirements in it’s entirety. The system supplier shall provide all technical documentation as defined by these requirements. The system supplier shall identify any exceptions to the requirements.

1.2 SCOPE OF WORK

The contract has a maximum quantity of 21 units, which includes the First Article Test Unit, to be ordered within the five year ordering period. These items shall serve as a replacement of an existing generator end of a steam turbine based application as specified in the Mechanical interface specification reference. The Generator shall comply with the ABS NVR as pertaining to MIL-G- 3087C and the requirements of this specification. Where there may be a conflict, this specification shall take precedence. The new generator, in conjunction with the existing Steam Turbine, shall be able to provide 2500 kW (electrical) at 450 VAC, 60 Hz, 0.8 power factor, when operating continuously as defined in Section 3.1.2.
