L.3.6 VOLUME VI: FACTOR 5 – SMALL BUSINESS PARTICIPATION COMMITMENT

L.3.6.1 Small Business Participation Commitment Document (SBPCD)

The Small Business Participation Commitment Document (SBPCD) (Attachment 3) information will be used to evaluate the extent of your proposed participation/commitment to use small businesses in the performance of this acquisition (as small business prime Offerors or small business subcontractors). Offerors will be evaluated on the extent small businesses are identified in the performance of the contract, and the nature of the Offeror’s commitment to use such firms. The baseline small business Minimum Quantitative Requirement (MQR) for small business is 10% of the total proposed contract value (not subcontracting dollars). Proposals that do not use the total proposed contract value as the base in any calculations contained in the SBPCD, or that do not meet the MQR, will be considered unacceptable. Note: The above small business participation goals represent the PCO’s assessment of appropriate minimum participation (prime and 1st tier subs) expressed as a percentage of Total Contract Value (TCV). Offerors are encouraged to propose values greater than the MQR listed.

Offerors will be evaluated on the consistency of the proposed subcontracting commitment when compared to the information in its cost and technical proposal and its subcontracting plan. Overall small business dollar goals should be consistent from the Subcontracting Plan and SBPCD.

L.3.6.2 Small Business Participation Commitment Past Performance

The Government will also evaluate each Offeror’s submitted supporting documents to assess its utilization of small business and its past performance in achieving goals and objectives established in prior Subcontracting Plans or Small Business Participation Commitment Documents. The Government reserves the right to use both data provided by the Offeror as well as data the Government develops and obtains through other sources (e.g., CPARS, eSRS reports and mentor-protégé agreements etc.).

NOTE: In the case of an Offeror without a record of relevant small business participation past performance or for whom information on small business participation past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown (or “neutral”) small business participation past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

L.3.7 VOLUME VII: FACTOR 6 – TOTAL EVALUATED PRICE

L.3.7.1 COMPLETED STANDARD FORM (SF) 33 SOLICITATION OFFER AND AWARD DOCUMENT

Offerors shall submit the Standard Form 33, “Solicitation, Offer and Award,” for the solicitation and each amendment, as applicable with blocks 12 through 18 completed/signed by the Offeror and signed by or an authorized party in Block 17. Electronic signatures by responsible parties and electronic, mechanically-applied, or printed dates may be used and shall be considered original signatures and dates.

L.3.7.2 COMPLETED RFP

This document shall be fully executed. The document shall not be embellished with any cover or binding. If the Offeror makes any qualifications to any provisions in the RFP, all such qualifications shall be listed in the transmittal letter to the proposal.

Offerors must fill in all areas of the RFP listed as Offeror fill-ins, including proposed costs including unit price and fees for each CLIN/SLIN in Section B. (Note - This information is exempt from the font and spacing requirements identified under Paragraph L.2.1). Special attention should be taken to accurately enter the prices required in Section B, which should match the prices entered into Attachment 4.

Offerors shall submit signed Section K signed Representations, Certifications and Acknowledgements and System for Award Management (SAM). Offerors shall ensure that Representations and Certifications in SAM are current in the Online Representations and Certifications (ORCA) database at www.SAM.gov.

Total quantity amounts are estimates only to establish ceiling amounts, and do not necessarily reflect the total amount that the Government will actually order. The Government may order less than the total quantities or may order up to the maximum quantities listed in Section B.

L.3.7.3 COMPLETED PRICE PROPOSAL SHEET

Offerors shall complete Attachment 4 – Price Proposal Sheet. The Offeror shall fill in unit pricing for CLIN 0001 and ELINs 100A-100E. Special attention should be taken to accurately enter the prices required in Attachment 4, which should match the prices entered into Section B.

Note to Offerors: It is anticipated that the Government will order five (5) Generators each year, with the exception of Year 4, where it is expected that zero (0) Generators will be purchased, however the Government reserves the right to purchase any quantity during any period in accordance with the terms of the IDIQ. The Offeror shall submit pricing in accordance with the Attachement 4. The Government reserves the right to purchase Generator(s) in Year 4 should there be a requirement to do so.
