About this file

This document is an official Judicial Branch Budget report from the Administrative Office of the Courts (AOC) in the Commonwealth, detailing a comprehensive assessment of court facilities across 37 counties. In 2020, the AOC's Division of Capital Construction contracted GRW Architects/Engineers to evaluate court facilities in counties that had never received legislative authorization for a judicial branch capital construction project or received authorization prior to 1996. The assessment scored each county based on multiple criteria including facility age, space adequacy, projected needs, structural soundness, mechanical and electrical systems, security needs, and interior and exterior quality.

The counties were ranked from 1-37 and categorized into three urgency levels: Critical Need (0%-39.9%), High Need (40%-54.9%), and Moderate Need (55%-69.9%). The scoring system allows for ongoing updates as additional facilities are assessed, with counties added to the list according to their assessment scores. Counties marked with an asterisk (*) have already received prior authorization. The lowest-scoring county is Leslie at 30.91%, while the highest-scoring county in the moderate need category is Daviess at 58.85%. This assessment is mandated by Kentucky Revised Statute (KRS) 26A.160(2)(a), which requires periodic evaluation of court facility needs throughout the Commonwealth.

The AOC conducts periodic assessments of court facilities across the Commonwealth in accordance with KRS 26A.160. In 2020, the AOC Division of Capital Construction contracted GRW Architects/Engineers to assess facilities in the 37 counties that have never received legislative authorization for a judicial branch capital construction project or received authorization prior to 1996. Each county was given a score based on facility age, space adequacy, projected needs, structural soundness, mechanical and electrical systems, security needs, and interior and exterior quality. The counties were then ranked 1-37 in order of greatest need for a judicial branch capital construction project based on the assessment score of their court facilities. The ranked counties are categorized by urgency. The categories shown are critical need, high need, and moderate need. As additional facilities are assessed, counties will be added to the list in accordance with their assessment score.
