About this file
This is a comprehensive facility assessment report prepared by GRW Engineering, Architecture, and Geospatial for the Kentucky Administrative Office of the Courts (AOC), focusing on the Owsley County Court of Justice Courthouse located in Booneville, Kentucky. The assessment, conducted on February 2, 2022, provides a detailed evaluation of the existing courthouse facility, examining multiple aspects including structural soundness, mechanical and electrical systems, security needs, building code and ADA compliance, space adequacy, and potential environmental hazards. The report includes a thorough analysis of the current facility's capabilities, deficiencies, and recommended improvements, with a total facility assessment score of 31.97% out of a possible 366 points.
The report highlights significant deficiencies across multiple areas, with an estimated total project concept budget of approximately $14,172,573 for a potential renovation or stand-alone facility. Key findings include substantial shortfalls in space requirements, with many critical courthouse areas providing less than 50% of the recommended space, including judges' chambers (5% of required space), non-jury trial courtroom (0% of required space), and prisoner handling facilities (0% of required space). The facility also lacks critical security features such as a defendant sallyport, separate staff and defendant circulation, and comprehensive security screening. Environmental hazards assessments identified potential asbestos-containing materials and lead-containing paint, recommending further testing and potential remediation. The comprehensive report serves as a critical planning document for potential future courthouse improvements or replacement.

Due to the age and condition of all the domestic water distribution piping, it is recommended that a complete new domestic water system be installed as part of a new plumbing system design.
Item # 3.1.1 - Plumbing Fixtures: POOR
The existing plumbing fixtures for the Courthouse are in poor condition. The fixtures are dated (some are original to the 1973 building, and some are from a 1984 renovation) and many do not comply with current ADA guidelines. The occupants stated that the fixtures are in bad shape and have leaks. Some fixtures have been replaced over time making the fixtures inconsistent throughout the building.
Due to the age, condition, and code deficiencies of all the plumbing fixtures, new plumbing fixtures are recommended as part of a new plumbing system design.
AOC Facility Assessment: Owsley County Court of Justice Courthouse Facility 17
Item # 3.1.3 - Sanitary Waste: POOR
The sanitary waste system for the Courthouse building is in poor condition. The sanitary waste piping is original to the building. The occupants stated that there are odor issues regularly and were noticeable during the site visit.
Due to the age and condition of all the sanitary waste piping, it is recommended that a complete new waste piping system be installed as part of a new plumbing system design.
Item # 3.1.4 - Rainwater Drainage: POOR
The rainwater drainage for the existing building is provided by roof drains which are in poor condition. The roof repair/replacement has been approved in 2020, but the repair/replacement has not taken place. There are roof leaks when it rains.
Due to the age and condition of the roof drains, it is recommended that a complete new roof drainage system, along with a code required secondary drainage system, be installed as part of a new plumbing system design.
AOC Facility Assessment: Owsley County Court of Justice Courthouse Facility 18
Item # 3.1.5 – Other Plumbing Systems: POOR
The existing domestic hot water for the building is served by electric water heaters. One heater is located above ceiling. The hot water serving the upstairs in no longer working.
Due to the age and condition of the water heaters, it is recommended that all domestic water heaters be replaced as part of a new plumbing
Item # 3.2.1 - Energy Supply: POOR
This Courthouse building is being fed by an electrical service. The required amount of outside air per the Energy Codes is not being supplied to this building. The codes have been updated since these systems were installed, and the amount of outside air required has increased.
There is no dehumidification cycle on any of the systems to help with potential humidity issues of the untreated outside air entering the building.
It is recommended that the correct amount of ventilation/outside air be provided to the building with proper dehumidification as part of a new HVAC system design.
AOC Facility Assessment: Owsley County Court of Justice Courthouse Facility 19
Item # 3.2.2 - Heat Generating Systems: FAIR
The heating for the Courthouse building is served by electric rooftop units connected to ductwork that distributes the air throughout the building. There are two units for this building, one for each floor. The unit feeding the first floor was replaced in 2019 by a Carrier rooftop unit. The other unit has also been previously replaced; however, it has exceeded its life span.

AOC Facility Assessment: Owsley County Court of Justice Courthouse Facility 20
Item # 3.2.4 - Distributions Systems: POOR
The air distribution system for the Courthouse building is connected to the existing rooftop units. The rooftop units are serving zones that are too large with mixed uses in the spaces.
This results in thermal comfort issues. The occupants stated portable heaters and fans are being used to help with thermal comfort.
Due to the age and condition of all the distribution systems, it is recommended that they be replaced as part of a new HVAC
Item # 3.2.5 - Terminal and Package Units: FAIR
The terminal and packaged units for the Courthouse building are electric rooftop units connected to ductwork that distributes the air throughout the building. There are two units for this building, one for each floor. The unit feeding the first floor was replaced in 2019 by a Carrier rooftop unit. The other unit has also been previously replaced; however, it has exceeded its life span.
Due to age and condition, it is recommended that all the terminal and package units for the building be replaced as part of a new HVAC system design.
AOC Facility Assessment: Owsley County Court of Justice Courthouse Facility 21
Item # 3.2.6 - Controls and Instrumentation: POOR
The HVAC system in the building is controlled by local thermostats that are of various types and ages. Because the zones of the buildings are so large and feed multiple use spaces, these thermostats cannot be accessed by all occupants making thermal comfort difficult. All these devices are in poor condition.
Per the AOC – Rules of Administrative Procedure – Court Facilities
Criteria, a new Direct Digital Control (DDC) system is recommended in all new and renovated facilities.
It is recommended to install a new DDC system as part of a new HVAC system design for this building.
Item # 3.2.7 - Systems Testing and Balancing: POOR
The existing building has issues with air circulation. The existing distribution system has exceeded its life span and over time, the ductwork can become dirty and airflow is less than designed.
Due to the age and condition of this system, it is recommended that the entire HVAC system be replaced and at that time a new test and balance evaluation will be performed as part of the new system for this building.
AOC Facility Assessment: Owsley County Court of Justice Courthouse Facility 22
Item # 3.2.8 - Other HVAC Systems and Equipment: POOR
The existing elevator equipment room in this building does not have any ventilation or HVAC. Per the Kentucky Building Code and the
International Mechanical Code, either a dedicated exhaust or dedicated HVAC unit is required to be installed in this room.
A new dedicated exhaust or HVAC is recommended to be installed as part of a new HVAC system design.
The existing data closets throughout the building do not have separate
HVAC units feeding these spaces. The occupants state that the rooms get too hot. New dedicated HVAC units are recommended to be installed as part of a new HVAC system design.
The original coal fired boiler and associated piping has been left abandoned in the original mechanical room. This equipment and piping will need to be removed as part of a new HVAC system design.
Item # 3.3.1 - Sprinklers: NONE
There is no sprinkler system in the existing Courthouse
Building. Per the Kentucky Building Code and the AOC –
Rules of Administrative Procedure – Court Facilities Criteria, a fire sprinkler system is required for new, renovated, adapted, or expanded facilities and shall be installed per

Item # 3.4.1 - Electrical Service and Distribution: POOR
The electric system is serviced by Jackson Energy. The service is stepped down via a 300KVA pad mounted transformer, to a
480Y/277V, 1000A, 3P, 4W main distribution panelboard. The
MDP then feeds multiple 208Y/120V, 3P, 4W branch panelboards (400A &100A). The MDP and branch panel boards seem to be original to the building and were manufactured by
Federal Pacific Energy. All panelboards are in poor condition.
The MDP is lacking in capacity for spare breakers and space.
The branch panel boards have slightly more capacity but lacking if any renovation is planned.
Branch panelboards, disconnects, and transformers are located in a janitors closet and have severe clearance and spacing issues. No surge protection is present
Any major renovation should completely replace the existing distribution system. The Federal Pacific Energy panelboards are obsolete, and it is recommended that they are replaced with new panelboards with more capacity for breakers. It is also recommended that a designated area for electrical equipment be created to accommodate NEC clearance requirements and general safety concerns.
AOC Facility Assessment: Owsley County Court of Justice Courthouse Facility 26
Item # 3.4.2 - Lighting and Branch Wiring: POOR
The facility primarily had T8 lamps throughout. No LED replacements seemed to have been made. Lighting levels in the facility are generally low, especially the stairs, which don’t have functional lighting.
There are no lighting controls other than basic switches.
Exit signs and emergency egress lighting are fed from either integral battery packs or remote mounted battery units;
however, several areas are lacking in emergency lighting. The emergency lighting that is existing seems to be non-functional.
Exterior emergency egress lighting is lacking per NEC requirements.
Due to updated energy codes (currently 2012 International
Energy Conservation Code (IECC)), it is recommended to replace the existing lighting with energy efficient LED luminaires and provide updated lighting controls. Lighting controls should consist of occupancy sensors, daylight sensors and dimming capabilities.
AOC Facility Assessment: Owsley County Court of Justice Courthouse Facility 27
Item # 3.4.3 - Communications and Security: POOR
The primary telecommunications are provided underground to a janitor’s closet. It had some ventilation, but no temperature control. The grounding bar was undersized based on telecommunication standards.
Horizontal cabling is Category 6 cabling, which meets the requirements in Section III: Court Facilities Design guide.
Several rooms/areas are lacking in telecommunication outlets.
The phone system has been converted to VoIP.
Internal Security Systems (ISS) is present for the facility, although extremely lacking. Restricted access areas were controlled with electric strike locks activated by card readers.
There are panic alarms in the judge’s chambers and in the clerk area. It was not confirmed to be functioning. There is no intercom system.
Any renovation project should incorporate a replacement/upgrade of the existing telecommunications system, providing an intrusion detection system, and replacement/upgrading of the existing Internal Security System
(ISS) and associated intercom system to comply with the current Court Facilities Design guide.
In conjunction with the above improvements, a future project shall include providing dedicated telecommunications equipment rooms as required.
