About this file
This is Addendum B to RFP-DPW08-26 issued by Orange County, New York's Department of General Services addressing vendor questions regarding Traffic Engineering Consultant Services on an on-call basis. The County seeks a qualified traffic engineering consultant to provide regulatory review assistance and highway and traffic engineering services, including technical reviews for highway work permits, traffic impact studies, traffic signal design, geometric highway design, and safety analysis. The contract has an initial term of two years with an option for one additional two-year renewal term at the County's sole discretion and potential extension for up to two additional months. For each project, the County will provide a specific scope of work, and the selected consultant must submit a detailed cost estimate within five business days for County approval and authorization. Questions were due August 11, 2026, with proposals due August 25, 2026.
The not-to-exceed contract value is $50,000 for the total contract regardless of ultimate awarded length, with compensation based on hourly rates for assigned consultant personnel covering calendar years 2026 through 2030. All costs including overhead, profit, travel, reproductions, and permit fees are included in the hourly rates. Each project will be authorized individually by the Orange County Department of Public Works without the need for individual contracts for each project. The County does not currently have an engineering firm available to handle potential conflicts of interest, indicating that vendors with conflicts should be aware of this limitation. The selected consultant must be a New York State licensed professional engineer or hold a Certificate of Authorization from the New York State Education Department with a minimum of five years' experience and evidence of at least three completed municipal government projects within the last three years.

RE: RFP-DPW08-26, Traffic Engineering Consultant Services Addendum B
Dear Vendor:
This amendment is to address questions for the above-mentioned RFB:
1. Q: In regard to the not to exceed value of $50,000, is that for the total of the contract, or per project review?
A: The not to exceed value of $50,000 is for the total contract (regardless of ultimate awarded length).
2. Q: In the case of the chosen consultant having a potential conflict of interest, either with the municipality or the private project, does the County have another conflict engineering firm for the work or would the County review/complete themselves?
A: At this time, the County does not have an engineering firm for conflicts.
3. Q: Will each review project have an individual contract or a work order for the Consultant to complete?
A: Each project will be authorized individually by OCDPW without the need for an individual contract for each project.
