About this file
This is a Request for Proposals (RFP) issued by The City University of New York (CUNY) for Virtual Bookstore Operations (Solicitation Number UCO-1019). CUNY seeks a qualified contractor to provide comprehensive virtual bookstore services across its 26 constituent institutions, including 11 senior colleges, 7 community colleges, the Macaulay Honors College, and 7 graduate and professional schools serving approximately 247,000 degree-credit students. The proposed solution must function as a digital-first platform enabling discovery, adoption, procurement, fulfillment, and distribution of required and recommended course materials in multiple formats (new, used, digital, and rental), while supporting student affordability, accessibility, and timely availability of materials. The RFP was issued on August 19, 2026, with written questions due in two rounds (August 24 and August 28, 2026) and proposals due by September 10, 2026, at 3:00 PM EST. Submissions must include three separate PDF volumes: Forms, Technical Proposal (not exceeding 50 pages), and Price Breakdown, submitted via email to the designated contact, Deborah Tavera (deborah.tavera@cuny.edu). The University anticipates awarding up to one contract based on the highest-scoring proposal. The contract term consists of an initial five-year period with two optional renewal terms: one for three years and one for two years, contingent on satisfactory performance and mutual execution of renewal documentation.
Proposers must meet mandatory minimum qualifications including at least three years of experience providing virtual bookstore operations to large, multi-site educational institutions comparable to CUNY, verifiable operating history of at least five years with three or more higher education clients, demonstrated financial viability, and capacity to support 270,000 users with minimum 15,000 concurrent users. The platform must comply with PCI DSS, FACTA, ADA, Section 508 of the Rehabilitation Act, and WCAG 2.1 Level AA accessibility standards, with demonstrated experience processing agency-based vouchers and financial assistance programs. Pricing is structured on a commission-based model with components including a one-time signing bonus, guaranteed annual commissions, percentage-based commissions on course materials and general merchandise sales (estimated at $10,000,000 and $1,000,000 annually, respectively), and marketing expenditures for each contract term. The evaluation process allocates 55 points for the technical and management proposal, 30 points for pricing (with the lowest price receiving maximum points), 5 points for diversity practices, and up to 10 points for oral presentations and product demonstrations. CUNY has established supplier diversity participation goals for minority-owned, women-owned, and service-disabled veteran-owned businesses at 30 percent total. Proposals will be evaluated by a selection committee, with short-listed proposers (top three plus any within ten points of the highest score) invited for oral presentations and demonstrations.
