About this file
This is an RFP Amendment issued by the State of Alaska Department of Law, Criminal Division, for the Bidirectional Criminal Case Intake and Disposition Portal (RFP #2026-0300-0290). Amendment #1, issued on July 20th, 2026, extends the proposal deadline from August 14th to August 28th, 2026 at 2:00 p.m. Alaska Standard Time. The portal will serve approximately 40 law enforcement agencies across Alaska, processing roughly 21,000 criminal case referrals annually, including 6,000 felonies and 15,000 misdemeanors. The system requires design, implementation, hosting, and support of a secure, web-based solution with bidirectional integration to the Division's existing Prosecutor by Karpel case management system. Key functional requirements include automated Arrest Tracking Number generation, role-based access controls for law enforcement users, Division staff, municipal prosecutors, and victims, 24/7 operation with 99.9% uptime, attachment upload capabilities, and exposed documented APIs for law enforcement agency system integration. The amended schedule establishes product demonstrations for September 7th through September 18th, 2026, Notice of Intent to Award for September 25th, 2026, and contract issuance by October 1st, 2026. The contract is structured as a time-and-materials engagement spanning five years from July 1st, 2026, with five optional one-year renewals exercisable by mutual agreement.
Offerors must demonstrate prior experience within the last two years with law enforcement or criminal justice agencies, case referral or prosecutorial handoff workflows, browser-based solutions in low-bandwidth environments, exposed and documented vendor-supported APIs in active deployments, U.S.-based data hosting with CJIS-compliant technical support, and long-term maintenance and support offerings. Pricing remains firm through the first full calendar year; thereafter, adjustments may be requested 30 days prior to renewal dates using the U.S. Department of Labor Producer Price Index for System Software Publishing. All data must remain the property of the State of Alaska, be fully exportable without restriction or cost, and the system must support multiple CJIS-compliant identity management models without mandating a single statewide identity provider. Questions regarding the RFP should be directed to Procurement Officer Jedediah Smith at (907) 465-4337 or jed.smith@alaska.gov, or to 03procurement@alaska.gov.
