About this file

This document is an Amendment 3 Q&A response set for RFP 27-03 issued by Maynard Public Schools in Massachusetts, providing clarifications on the District's solicitation for a comprehensive Facility Condition Assessment and Twenty-Year Capital Improvement Plan for all district-owned school facilities and site infrastructure. The District seeks qualified consulting firms to evaluate structural integrity, mechanical and electrical systems, accessibility compliance, and site conditions across multiple school properties, including Maynard High School, Fowler School, and Green Meadow School, with the latter facility opening in January 2027. The District maintains a total of five elevators across its facilities; the assessment scope is limited to general visual observations of accessible components without requiring destructive investigation, certified elevator inspections, or entry into restricted areas. Proposals must be submitted by September 8, 2026, as two separately sealed and clearly labeled envelopes containing one original Technical Proposal and one original Price Proposal, mailed or hand-delivered to Michelle Resendes, Director of Finance, at 3-R Tiger Drive, Maynard, MA 01754; email submissions are not permitted, and postmarks will not be accepted as evidence of timely submission. The contract term extends twenty years to align with the capital planning horizon, and draft presentations may be conducted in person or virtually at the District's discretion, while final report presentations are anticipated at a public School Committee meeting or other designated Town official meeting.

The District does not mandate specific Massachusetts public school experience as a minimum qualification but requires firms to meet stated minimum qualifications including demonstrated experience performing facility condition assessments or capital-planning studies for public agencies and comparable public-school or municipal project completion, with relevant Massachusetts experience to be considered during comparative evaluation. Full compliance with ASTM E2018-24 is not mandatory; proposers may employ this standard or another recognized industry standard provided the methodology addresses all required building systems, site improvements, anticipated capital needs, planning-level costs, and the twenty-year planning horizon. Completion of the ASTM E2018-24 Table X2.1 ADA checklist is not a required deliverable, and a comprehensive ADA compliance audit is not required, though general observations and identification of readily observable ADA accessibility deficiencies for capital-planning purposes must be included. The RFP document does not specify a contract value, budget allocation, or pricing terms, nor does it identify any set-asides for minority-owned or women-owned businesses, though such set-asides may exist under Massachusetts procurement regulations.

Question 7: Massachusetts Public School Experience Is specific experience working with Massachusetts public schools mandatory to submit a proposal?

Response:

No. Specific Massachusetts public school experience is not a mandatory minimum qualification. It does not require a comprehensive ADA compliance audit. A proposer may use the checklist as part of its methodology, but it is not a required deliverable.
