About this file

This is a Proposal Response Packet for RFP 2272064176 issued by the State of Oregon to procure qualified evaluators to conduct a focused program evaluation of the Portland Street Response (PSR) program. The RFP seeks an independent evaluator to assess the PSR program's implementation, outcomes, and effectiveness. The evaluation should examine program operations, service delivery, client outcomes, and alignment with program goals. The proposal response packet provides guidance to potential bidders on submission requirements, evaluation criteria, and the scope of work expected. Specific response deadlines, site visit schedules, and bidder conference details should be referenced within the packet to determine exact dates for proposal submissions and any mandatory meetings. The contract term and any renewal options would be detailed in the full RFP documents.

The pricing terms, funding sources, and budget parameters for this evaluation contract would be specified in the financial sections of the RFP. Any set-asides for disadvantaged business enterprises, minority-owned businesses, or other priority groups should be outlined in the packet. The current environment reflects Oregon's interest in conducting rigorous program evaluation of its street response initiatives, likely driven by the need to demonstrate program value and inform future policy decisions regarding crisis response services. Funding for this evaluation would typically come from state general funds or grants allocated to the relevant state agency overseeing the PSR program. Additional salient requirements regarding qualifications, experience with similar evaluations, and deliverables would be outlined in the evaluation criteria and scope of work sections of the proposal packet.
