About this file

This Request for Proposals (RFP 2272064176) is issued by the City of Portland, Oregon, to procure qualified evaluators to conduct a focused program evaluation of Portland Street Response (PSR), a mobile crisis response program that deploys community health workers and crisis responders to behavioral health crisis calls. The evaluation will assess PSR's outcomes, community impact, and integration within Portland's first responder and behavioral health systems, building upon prior year assessments conducted during the program's initial and second years of operation. Proposals are due July 16, 2026, by 4:00 p.m. Pacific Time, with a short list of qualified proposers to be posted by August 13, 2026, and a Notice of Intent to Award posted by August 27, 2026. The resulting contract will have an initial term of approximately one year with one optional renewal period. The evaluation scope includes document and data review, community and stakeholder engagement with culturally specific populations, systems and operations analysis, comparative best practices review of similar programs in Minneapolis, Albuquerque, Seattle, and Durham, and delivery of a final written report with actionable recommendations and an executive summary.

The anticipated not-to-exceed budget for the initial contract term is $150,000.00. Proposers must demonstrate that their evaluation team possesses a minimum of a Master's degree in public health, social work, first response, or a related social science field combined with three to five years of experience evaluating behavioral health or crisis response programs, along with expertise in mixed-methods evaluation designs, quantitative statistical analysis, qualitative data collection for sensitive populations, project management, and cultural competence in emergency services and mental health environments. Proposals will be evaluated in Phase 1 based on narrative response to functional and technical requirements (20 percent), proposer capabilities including project team and approach (30 percent), references (5 percent), pricing (5 percent), and corporate responsibility including equal employment opportunity and sustainable business practices (20 percent). An optional Phase 2 evaluation may include oral interviews, demonstrations, or presentations. Questions must be submitted by July 9, 2026, to the single point of contact, Paris McCall-Johnson, Procurement Specialist, at paris.mccall-johnson@portlandoregon.gov or (503) 823-6220.

Section 2: How Your Proposal Will Be Evaluated

2.1 Proposal Review and Selection

Evaluation Overview The City will appoint an Evaluation Committee (Committee) to evaluate the proposals received.

To score proposals, the Committee will evaluate each proposal using the criteria below. The Committee may seek outside expertise. The Committee will require at least ten (10) Business Days to evaluate and score the proposals.

The City will decide how or when to proceed through the evaluation process. The City will also decide if additional clarifications are needed, when to begin or end negotiations, reasonable timelines, and whether to open negotiations with a lower scoring proposer.

The City can also decide to cancel the solicitation or reject all proposals.

Evaluation Process Each proposal is evaluated using these criteria:

Responsiveness, Responsibility, and Mandatory Criteria

The City will determine if you are a Responsible Proposer who has submitted a Responsive Proposal (ORS 279B.005).

Refer to Portland Public Contracting Rules for details.

The evaluation team must possess a minimum of a Master’s degree in public health, social work, first response, or a related social science field, combined with at least three to five years of experience evaluating behavioral health or crisis response programs. The selected team must demonstrate deep methodological expertise in mixed-methods evaluation designs, including quantitative statistical analysis and qualitative data collection tailored to sensitive populations. Additionally, the team must exhibit strong project management skills, cultural competence in navigating emergency services and mental health environments, and a proven track record of translating complex data into actionable, accessible reports for diverse stakeholders.

Evaluation Phase 1–Written Scoring

Proposals that meet the responsiveness, responsibility, and mandatory requirements will be evaluated in Evaluation Phase 1. The Committee will conduct a detailed review of the written proposals:

Short Listing

At the end of any evaluation phase, the Evaluation Committee may focus on only a limited number of proposals by developing a “short list” based on the scores. The number of proposals on the short list depends on the number of proposals the Committee believes have a reasonable chance of leading to a contract award. If you are eliminated from further consideration, you will be notified by a Notice of Shortlisting posted on the https://service.ariba.com/Discovery.aw/ad/profile?key=AN11181807487.

Subsequent Evaluation Phases The City will proceed with subsequent evaluation phases as needed. These phases may include oral interviews, demonstrations, presentations, site visits, clarification of the proposals, or other activities.

If you are invited to participate in subsequent evaluation phases, the City will share additional information and instructions a reasonable amount of time before any further evaluation is held.

Evaluation Phase 2 – Interviews, Demonstrations, or Presentations [Optional]

The scoring of Phase 2 generally will be as follows.

RFP # 2272064176 7 of 76 RFP Information Packet

Additional Optional Evaluation Phases and Methods

In addition to the evaluation phases above, the City can use other methods like best and final offers, serial negotiations, and competitive simultaneous negotiations.

Proposers eliminated at any stage of the evaluation process will be notified.

Total Overall Score

At the end of each evaluation phase, the points from that phase will be added to your cumulative score to determine your Total Overall Score. The proposer with the highest Total Overall Score may be identified as the finalist.

The selection of the finalist may also be based on negotiated costs and agreeing to the City’s terms and conditions within the City’s Sample Contract.

Negotiations will follow with the finalist. If successful, negotiations may result in a final award and Contract for the work. If the Contract with the finalist cannot be reached within a time that is reasonable to the City, the City may elevate the proposer with the next highest Total Overall Score to be the finalist.

2.2 Award Review and Protest

Review The City will post a Notice of Intent to Negotiate and Award on the https://service.ariba.com/Discovery.aw/ad/profile?key=AN11181807487.

The Notice will identify the proposer(s) to which the City intends to award a contract.

Following the Notice of Intent to Negotiate and Award, the public may view proposal documents, in accordance with the Oregon Public Records Act.

If you were not awarded the Contract, you can ask for clarification or debriefing, request time to review the selection procedures, or discuss the scoring methods used by the Evaluation Committee.

Protests Proposers can challenge the City’s decision to exclude the proposer from the next step in the evaluation process, and to award a contract. If you wish to protest your elimination, you must submit a protest within seven (7) Calendar Days of the City’s posting of the Notice of Short List or Notice of Intent to Award.

Proposers can read Portland Public Contracting Rules regarding protest procedures, all of which may be found online: https://www.portland.gov/policies/public-contracting-rules.

Proposers may also learn more about protests by reviewing ORS 279B.405 and ORS 279B.410.

Protesters may not use judicial appeal rights unless all protest and appeal rights are exhausted.

Section 3: Scope of Work Scope of Work: Portland Street Response (PSR) Program Evaluation

The City of Portland seeks qualified evaluators to conduct a focused program evaluation of Portland Street Response (PSR). This evaluation is intended to build on prior assessments and provide actionable, ongoing recommendations during a period of rapid program evolution. The study will not be a comprehensive or standalone evaluation, but rather a targeted analysis to better understand PSR’s outcomes, community impact, and role within the broader first responder and behavioral health systems.

A. Purpose and Objectives

The primary purpose of this evaluation is to assess and make recommendations regarding the outcomes PSR is achieving, who PSR is serving, and how effectively PSR is integrated into Portland’s public safety and behavioral health response systems. Specific objectives include:

1. Assessing PSR outcomes and identifying meaningful measures of success for a mobile crisis response program.

2. Understanding community experiences with PSR, with particular attention to culturally specific communities.

3. Evaluating PSR’s contribution to the overall first responder system, including impacts on police call volume and response times, the Behavioral Health Call Center and Project Respond.

4. Identifying opportunities for program expansion, refinement, and improved system integration.

5. Providing practical, ongoing recommendations that reflect PSR’s current stage of development.

B. Key Evaluation Questions

1. What outcomes is PSR achieving, and how can those outcomes be reliably measured over time?

2. How do community members who have interacted with PSR describe their experiences and perceived impacts?

3. Is PSR serving the appropriate populations, and how can equity in service delivery be assessed?

4. How effectively does PSR engage culturally specific communities, and what improvements are recommended?

RFP # 2272064176 9 of 76 RFP Information Packet

5. How is PSR currently perceived by the public, and how can it better engage with the public to avoid being narrowly defined as a homelessness response rather than a mobile crisis response program?

6. What role does PSR play within the broader public safety and behavioral health systems, and how can PSR most effectively incorporated into a comprehensive first response system?

7. What impacts does PSR have on police call volume, response times, and system efficiency?

8. What insights can be drawn from Bureau of Emergency Communications (BOEC) data regarding call types, call triage, and potential areas for PSR expansion, and how can PSR integrate these insights into its operations?

9. How have past and current operations affected response times, service delivery, and staff wellness and retention? How can PSR integrate these insights to better serve Portlanders?

C. Scope of Work Tasks

1. Document and Data Review

Review existing PSR evaluations, internal reports, policies, operational documents, and relevant BOEC call data. This review should include a retrospective analysis of PSR calls to identify trends, outcomes, and service gaps.

2. Community and Stakeholder Engagement

Design and conduct engagement activities to hear directly from community members who have interacted with PSR. This may include interviews, focus groups, or surveys, with intentional outreach to culturally specific communities and key stakeholders within PSR, public safety, and behavioral health systems.

3. Systems and Operations Analysis

Assess PSR’s operational role within the first responder system, including coordination with police, fire, emergency medical services, behavioral health providers, and BOEC. Analysis will consider response times, call handling, and the impacts of operational changes such as increased service hours, indoor responses, client transportation, and the implementation of a new charting system.

4. Comparative and Best Practices Review

Identify and summarize relevant best practices from comparable programs in other cities, including but not limited to Minneapolis, Albuquerque, Seattle, and Durham, as well as data from the Harvard Government Performance Lab. This review should focus on program design, cultural competency, system integration, and outcome measurement. 3

RFP # 2272064176 10 of 76 RFP Information Packet

5. Findings and Recommendations

The evaluator shall develop clear, actionable recommendations addressing program outcomes, equity and cultural competency, service expansion opportunities, and PSR’s role within a restructured first responder system. Recommendations should be practical, scalable, and designed to support continuous improvement.

D. Deliverables

1. A detailed evaluation workplan and methodology.

2. A summary of community and stakeholder engagement findings.

3. An analysis of PSR outcomes, operations, and system impacts.

4. A comparative best practices summary.

5. A final written report with findings and actionable recommendations.

6. An executive summary suitable for public dissemination.

E. Project Timeline

Proposers should include a proposed timeline outlining major milestones and deliverables. The City anticipates a focused evaluation period that supports timely recommendations aligned with ongoing program changes.

F. Proposal Requirements

Proposals shall include a description of the evaluator’s qualifications and relevant experience, a proposed methodology, a detailed workplan and timeline, and a cost proposal. Experience evaluating public safety, behavioral health, or mobile crisis response programs is preferred.
