About this file
This is Addendum #2 to RFP 2027-002 issued by the City of Salem Purchasing Department in Virginia for Drug and Alcohol Testing Services. The addendum clarifies communication protocols, specifying that all inquiries regarding the solicitation must be directed through the Purchasing Department, with no direct contact between offerors and city departments, employees, or evaluation committee members permitted during the active solicitation period. The proposal due date has been extended to Friday, September 18, 2026, at 3:00 p.m. local time. A final addendum containing responses to all vendor questions and clarification requests will be issued no later than Friday, September 4, 2026. The services encompass comprehensive drug and alcohol testing for two populations: DOT/FMCSA-regulated testing for employees holding a Commercial Driver's License in compliance with 49 CFR Parts 40 and 382, and non-DOT pre-employment and policy-based testing for City employees, including safety-sensitive positions.
Addendum #2 provides a critical clarification regarding collection procedures, specifying that collections are generally not observed except in specific circumstances: when a specimen lacks proper temperature documentation (requiring an observed collection for the next test for both DOT and non-DOT testing), and for Return to Duty and follow-up tests under DOT regulations. The addendum revises the previous Addendum #1 to remove the word "positive" from the response language. Offerors must acknowledge receipt of this addendum and include the signed document in their proposals. Following contract execution, the awarded vendor may communicate directly with the City's designated Project Manager and appropriate department staff regarding contract administration and performance. No pricing information, set-asides, incumbent contractor details, or funding amounts are specified in this addendum document.

This Addendum # 2, dated August 19, 2026 amends or supplements Request for Proposal (RFP) # 2027-002 as indicated below:
I. Clarification(s) and Notes:
1. During the active solicitation process, all communications regarding this RFP between the City and any Offeror or potential Offeror shall be directed through the City of Salem Purchasing Department.
Offerors and potential Offerors shall not contact City departments, employees, project staff, evaluation committee members, or other City representatives directly regarding this solicitation unless specifically authorized by the Purchasing Department. Likewise, City departments, employees, project staff, evaluation committee members, and other City representatives shall not independently contact Offerors or potential Offerors regarding the solicitation. 4. A final addendum containing responses to all questions and requests for clarification will be issued no later than Friday, September 4, 2026.
