About this file

This is Addendum 1 to RFP 2027-002 issued by the City of Salem, Virginia Purchasing Department on August 14, 2026, for Drug and Alcohol Testing Services. The addendum addresses vendor questions regarding collection procedures for the comprehensive drug and alcohol testing program covering both DOT/FMCSA-regulated employees holding Commercial Driver's Licenses and non-DOT City employees classified as safety-sensitive. The RFP requires services including random-pool administration, collection services, laboratory analysis, Medical Review Officer services, recordkeeping, and reporting in compliance with 49 CFR Parts 40 and 382 and FMCSA Drug and Alcohol Clearinghouse requirements. Proposals are due on Friday, September 4, 2026, at 3:00 p.m. local time.

The addendum clarifies that collections are not uniformly observed; observed collections are required in specific circumstances: when a specimen lacks proper temperature for non-DOT and DOT testing, and for return-to-duty and positive follow-up tests for DOT-regulated employees only. The addendum requires offerors to acknowledge receipt and understanding of these changes by signing and including the signed addendum with their proposal submissions.
