About this file

This is a Request for Proposal (RFP) document issued by the State of Colorado for PATH4EMS Peer Assistance services. The RFP seeks qualified vendors to provide peer assistance programs designed to support emergency medical services (EMS) personnel through counseling, mental health resources, and peer support initiatives. The program aims to address behavioral health challenges, substance abuse, and occupational stress among EMS professionals across the state. The RFP requires vendors to outline their approach to program delivery, staffing qualifications, training protocols, and measurable outcomes. Interested vendors must submit proposals by the specified deadline with detailed information about their organizational capacity, relevant experience, and implementation timeline. The contract term and any renewal options are contingent upon successful proposal evaluation and award determination by the Colorado procurement office.

Pricing terms, funding sources, and budget constraints are detailed within the proposal submission requirements, with vendors expected to provide comprehensive cost breakdowns for all services and deliverables. The RFP may include set-asides for small businesses, minority-owned enterprises, or other designated vendor categories as applicable under Colorado procurement regulations. Incumbent contractors and current service providers should be identified if continuation of existing services is anticipated. Funding for this initiative derives from state appropriations or dedicated behavioral health resources allocated to EMS support programs. Vendors should address their ability to meet compliance requirements, provide qualified personnel, maintain confidentiality standards for sensitive peer assistance records, and demonstrate previous success in delivering similar mental health and wellness programs to first responder populations.

STATEMENT ON AND COMMITMENT TO EQUITY

CDPHE acknowledges that long-standing systemic racism, including economic and environmental injustice, has created conditions that negatively impact marginalized communities, particularly people of color. These conditions, which limit opportunities for optional health and influence individual behaviors, are critical predictors of health outcomes.

I. BACKGROUND AND PURPOSE

A. Background The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado. The division licenses, certifies and surveys healthcare facilities and services;

provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers, licenses air ambulance services operating within the state, and designates hospital trauma centers as well.

This project serves to support Emergency Medical Service (EMS) Providers who need assistance with physical, emotional or psychological conditions that may be detrimental to their ability to provide emergency medical services. This is in accordance with SB 19- 065 and will be done primarily through a network of clinical service providers throughout the state to educate, evaluate, treat, and refer EMS Providers requesting program services. The services will be offered to currently registered, certified or licensed Emergency Medical Service Providers and their family members, in the state of Colorado.

As part of the Peer Health Assistance Program for Emergency Medical Services Providers, the Colorado Department of Public Health and Environment is developing a list of qualified mental health services programs and professionals, to provide mental health services as part of the Path4EMS Program.

B. Purpose The purpose of this Request for Proposals (RFP) is to solicit responses from individuals and firms be added to a pre-qualified list to assist CDPHE-HFEMSD to assist Colorado’s Emergency Medical Services Providers who may be dealing with physical, emotional or psychological conditions that may be detrimental to their ability to work.

The objective of the Evaluation Committee is to conduct reviews of the proposals that have been submitted, to hold frank and specific discussions among themselves, and to recommend an Offeror for award. Numerical rating systems may be used. Factors not specified in the request for proposals shall not be considered. Offerors should submit their most favorable response as the initial response and not assume there will be an opportunity for discussions. All proposals will receive fair and equal treatment.

While a numerical evaluation method may be used as an aid to evaluation, the selection ultimately is a business judgment that will reflect an integrated assessment of the relative merits of proposals, using the factors identified below. The State reserves the right to reject any (or all) proposals that pose, in the judgment of the State, unacceptable risks of unsuccessful or untimely performance, unacceptable State resources requirements, or costs exceeding the budget constraints. The State may use all information available regarding past performance as defined in C.R.S. §24-102-205 et.seq.

The proposal(s) that results in the best value to the State of Colorado shall be recommended by the Evaluation Committee to the Procurement Office for contract award.

B. Single Proposal: If only one bid or proposal is received in response to a solicitation, an award may be made to the single bidder or Offeror if the procurement official finds that the price submitted is fair and reasonable and that other prospective bidders or Offerors had reasonable opportunity to respond.

C. Evaluation Factors:

The evaluation factors are:

1. Attachment 1 Vendor Information-Confirmation of Offer Form:

a. The extent of detail supporting each of the experience and qualifications requirements;

b. Experience of the key personnel;

c. Inclusion of a current Professional or Business License.

4. Work Plan The work plan will be evaluated on the Offerors overall approach to providing all of the required services in Exhibit D Draft Statement of Work.

5. Budget The budget will be evaluated based on whether the proposed costs are reasonable and necessary to complete all activities of the project and do not exceed the maximum amount.

6. Demonstrations and Discussions At the conclusion of the evaluation of responses, the evaluation committee may, if it deems necessary, request clarifications, conduct discussions or oral presentations, or request best and final offers. Per R-24-103-203-03, discussions may be held with responsible Offerors whose proposals are determined to be reasonably susceptible to be selected for award to:

a. Promote understanding of the state’s requirements and the Offerors proposals; and

b. Facilitate a contract that will be most advantageous to the state taking into consideration price and the other evaluation factors set forth in the request for proposals.

The evaluation committee may adjust its scoring based on the results of such activities. If demonstrations and discussions are scored separately, those scores will be combined with the proposal scores for final determination.

However, proposals may be reviewed and determinations made without such activities. Offerors should be aware that the opportunity for further explanation might not exist; therefore, Offerors should ensure that their submission is complete, and are encouraged to submit their best possible proposal, including pricing.
