About this file
This is a Draft Statement of Work for the Colorado Department of Public Health and Environment (CDPHE) Path4EMS Peer Assistance program, established under Senate Bill 19-065. The project provides mental health and wellness services to currently registered, certified, or licensed Emergency Medical Service (EMS) providers and their family members throughout Colorado who are experiencing physical, emotional, or psychological conditions that may be detrimental to their ability to provide emergency medical services. Services are delivered through a network of clinical service providers statewide and include counseling sessions, evaluations, treatment, case management, and referrals to appropriate service levels. The contractor must verify participant eligibility prior to service delivery, offer services in both in-person and virtual formats, screen participants for crisis situations, track monthly utilization data, and submit signed reimbursement invoices within 14 days of each month's end. All program correspondence must comply with HIPAA requirements for protected health information, and the contractor must respond to CDPHE inquiries within two business days.
Contractor reimbursement is structured at $125.00 per hour with an annual cap of $1,875.00 per participant, with the total annual program amount to be inserted by the state. Services must be delivered by Colorado-licensed mental health counselors or professionals addressing issues including emotional stress, depression, substance use, PTSD, marital and family issues, and work-related concerns. The contract requires compliance with all applicable ADA requirements, Title III accommodations, HIPAA record maintenance and disposal standards, and current public health orders. CDPHE will monitor performance through quarterly reviews of monthly utilization data and other programmatic documentation. Non-compliance issues will be addressed through a collaborative corrective action process with 15-calendar-day notification and resolution timelines, with the state retaining rights to exercise remedies under the purchase order terms if the contractor fails to meet agreed-upon compliance resolutions.
