About this file

This document constitutes electronic submission instructions for the Rocky Mountain E-Purchasing System (BidNet), utilized by multiple governmental entities including the Colorado Department of Public Health and Environment (CDPHE) for the PATH4EMS Peer Assistance contract opportunity. Vendors must register on the BidNet platform at www.bidnetdirect.com/cdphe to submit proposals. The registration process is free, though vendors may opt for a paid upgrade to receive automatic email notifications of solicitations matching their business profile. Vendors who do not select the email notification upgrade are responsible for regularly monitoring the website to track business opportunities and review any changes or addendums to active solicitations. Once logged into the system, vendors must use the "Place a Bid" button and follow all instructions to completion, ensuring they receive a confirmation page verifying successful submission.

Vendors must submit proposals through the BidNet platform no later than one hour prior to the stated submission deadline to ensure receipt, as the system halts uploads precisely at the deadline regardless of submission status. Critical preparation steps include completing vendor registration and setup well in advance of the deadline to avoid delays, and vendors should contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2, for technical assistance rather than contacting the procurement contact for the solicitation. BidNet will send an email confirmation upon successful proposal upload. All inquiries, questions, and concerns regarding the solicitation must be submitted to the Procurement Contact via email, not through the submission application.

Exhibit A Electronic Submission Instructions:

Electronic Submission BidNet Instructions The Rocky Mountain E-Purchasing System (BidNet) is an online notification system that is utilized by multiple governmental entities. Participating entities post their bids, quotes, proposals, addendums, and awards on this one centralized system. Review bids or register today by visiting this link: www.bidnetdirect.com//cdphe.

Vendor registration is free; however, vendors may elect to receive automatic email notification of all open solicitations matching their vendor profile for an annual fee. If a vendor does not select the upgrade option, it is the responsibility of the vendor to monitor the website regularly in order to be aware of business opportunities and review changes or addendums to bids, quotes, and proposals. Vendors who upgrade to receive email notifications will receive opportunities matching their business goods/services provided automatically.

Once logged into the system and viewing this notice, use the “Place a Bid” button at the top of the page. Follow the instructions to the end and ensure you receive a confirmation page that shows your response was successfully submitted. If you need assistance please contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2. Do not contact the procurement contact for the solicitation. Do not wait until the last minute in case you encounter questions or technical issues. No proposals will be accepted after the time specified.

Things to remember:

a. Vendor registration/set up can take time. Do not wait until right before the submission deadline to get this completed.

b. The solicitation submission application typically uploads proposals within five minutes.

Vendors are advised to submit proposals no later than one hour prior to the solicitation deadline to ensure the proposal has been received. The ability to upload documents will halt right at the bid submission deadline, whether your submission is complete or not.

c. BidNet will send an email confirmation if the proposal was uploaded correctly.

d. The solicitation submission application is only for proposal submission. All inquiries, questions, comments, or concerns should be submitted to the Procurement Contact via email and not through the solicitation submission application.
