About this file

This document is Addendum #1 for RFP #134.24 issued by Pitkin County for the Two Rivers Road Shift Project to Accommodate White Water Park Improvements. The addendum, dated August 27, 2024, modifies the original Request for Proposals by extending the bid due date to September 4, 2024, and allows bidders to submit two proposals (one for Fall 2024 and one for Spring 2025). The county indicates a preference for contractors who can complete the project in Fall 2024, with a Town of Basalt Council meeting scheduled for September 10th to review and potentially approve the project. The addendum clarifies various project details, including traffic control plans, culvert location, fiber line placement, and service connections.

The document provides additional technical clarifications about the project scope, including maintaining two-lane traffic with minor disruptions, confirming the location of various infrastructure elements, and specifying that no building is included in this project phase. Pitkin County will cover tap fees, and the project involves road shifting, culvert work, and utility infrastructure. The county is seeking flexible bidding options and has left room for potential timing adjustments, with an emphasis on minimizing traffic disruptions. Bidders are encouraged to price the project based on keeping construction within existing asphalt areas, and the county will use the evaluation criteria outlined in the original RFP to select a contractor.

RFP # 134.24

ADDENDUM # 1

Date: August 27, 2024

TO: All Parties of Interest for the TWO RIVERS ROAD SHIFT PROJECT TO

ACCOMMODATE WHITE WATER PARK IMPROVEMENTS.

This addendum is issued in response to inquiries received and/or to clarify details regarding the TWO RIVERS ROAD SHIFT PROJECT TO ACCOMMODATE WHITE WATER PARK IMPROVEMENTS Request for Proposals.

The following responses and/or clarifications are hereby adopted as Project Documents and, where applicable, supersede or are in addition to any previously issued documentation or communication.

1. Question: Can you please move the bid date?

● Response: Yes. The due date for proposals will now be September 4, 2024 via BidNet.

2. Question: In light of the timing of the Project and the possibility that it might need to be completed in the Spring of 2025, instead of Fall of 2024, can bidders submit two proposals (one proposal per season)?

● Response: Yes.

3. Question:Will the contract be awarded based on whether the bidder can complete the project in Fall of 2024?

● Response: There will be a preference for a contractor who can perform the work this Fall. However, please refer to the other evaluation criteria listed in the RFP.

4. Question:Will the approval of the City of Basalt delay work if it can be done this Fall?

● Response: A meeting is scheduled with Basalt Town Council on September 10th. We are expecting approval at that meeting and award of contract immediately after.

5. Question: Is there a recommended traffic control plan?

● Response: Please refer to Sheet C-15 in the Project Plans. Two lane traffic must be in place for the majority of the project with minor disruptions.

6. Question:Where is the culvert located?

● Response: The culvert is located at the downstream end of the parking lot just west of the existing parking lot.

7. Question:Where does the fiber line end?

● Response: The fiber starts at the elk run end of the project where the curb and gutter is being replaced and ends just past the culvert.

8. Question: Does the trail/sidewalk on the East side of the road stay?

● Response: Yes.

9. Question: Please confirm that the water service, sewer service and electrical service all end where shown on the plans (there is a note for the sewer service to terminate at the building).

● Response: All services shown on the plans end where they are shown. No building is included in this phase of the project.

10. Question: Are there any tie-ins/connections to be made for the electrical service or the irrigation line?

● Response: No tie-ins for electrical and irrigation. Just empty conduits.

11. Question: Are the sewer and water tap fees covered by Pitkin County?

● Response: Tap fees are paid for by Pitkin County.

12. Question: Construction phasing plan: It appears that the river side lane limits in phase 1 are past the existing fence?

● Response: That is a mistake on the drawing. The intent was to keep phase 1 on existing asphalt. Please price it that way and we will correct the drawing prior to construction. There is still adequate room for construction.

13. Question: Are temporary signal lights an option for alternating traffic?

● Response: The town would prefer two way traffic the entire time if possible.

It is understood there may be times when two way traffic may not be possible for short durations. It is not anticipated to use signal lights.
