About this file
This is Addendum No. 1 to Request for Proposal No. 00002532 issued by the City of Portland, Oregon's Procurement Services division for volunteer coordination and event management services. The City seeks qualified proposers with demonstrated experience in volunteer recruitment, on-street event course management, and temporary traffic control deployment for large events. Proposals are due April 10, 2025, by 4:00 pm Pacific Time. The addendum addresses a clarification regarding the Project Approach section of the proposal narrative, which was inadvertently omitted from the Proposal Submittal Checklist but is required as part of the submission.
The primary change made by this addendum increases the narrative page limit from sixteen (16) pages to eighteen (18) pages to accommodate the Project Approach requirement and address respondent concerns regarding adequate space for proposal development. The City confirmed that the Project Approach section is intended to be included within the narrative page limit. No changes were made to pricing terms, set-asides, funding sources, or contract award information in this addendum. Respondents should direct questions to Mark Ariza, Procurement Analyst, at Mark.Ariza@portlandoregon.gov or 503-823-1885.

ADDENDUM NO. 1
RFP No. 00002532
FOR
VOLUNTEER COORDINATION AND EVENT MANAGEMENT
Bids or Proposals Due: April 10, 2025 Pacific Time By: 4:00 pm Pacific Time
This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. This Addendum shall be included within the proposal. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.
This Addendum shall respond to inquiries received.
The following inquiries were submitted:
1. Page 10
III.B.4.e
e. Project Approach
This part e. Project Approach is not listed in the Proposal Submittal Checklist on page 14, and is not listed if it's part of the page limit or not. Parts a.-d. and parts f.-j. are all included on the checklist. If Project Approach is part of the page limit, I feel this would add another page or two to the proposal, and I don't feel their sheet count takes this into consideration.
Question: Is the e. Project Approach, as listed in III.B.4, part of the narrative page limit, and if so, can that limit be increased to NTE 18 pages?
Sylvester Donelson, Jr. Sara Morrissey Michael Jordan Chief Procurement Officer Deputy City Administrator Chief Administrative Officer https://twitter.com/PortlandGov https://www.instagram.com/PortlandGov/ https://www.facebook.com/PortlandORGov
Response: Yes, it is intended to be part of the narrative page limit. The City shall increase the page limit to eighteen (18) to accommodate for this oversight.
The following language is added to/deleted from the solicitation. New language is in bold AND underline and deleted language is in strikethrough:
2. Proposal Page Limit Proposals must be clear, succinct and not exceed sixteen (16) eighteen (18) pages.
Please direct all questions and concerns to Mark Ariza, Procurement Analyst at Mark.Ariza@portlandoregon.gov or 503-823-1885.
