About this file

This is a Request for Information (RFI) issued by the South Carolina Department of Transportation (SCDOT) regarding Artificial Intelligence (AI) and Machine Learning (ML) technologies for augmented cost estimating and estimation support capabilities. SCDOT is seeking information from industry vendors regarding current and emerging AI, machine learning, predictive analytics, and generative AI solutions that could support transportation project cost estimating throughout the project delivery lifecycle, including planning-level cost projections, program development estimates, project scoping estimates, preliminary design estimates, and engineer's estimates prior to advertisement and letting. The RFI specifically requests information on available technologies, potential use cases, benefits and limitations, implementation approaches, data requirements, cost considerations, risks and challenges, and lessons learned from other organizations. SCDOT explicitly states that this RFI is not seeking formal proposals, pricing commitments, or contractual offers, and responses will be used for market research, strategic planning, and evaluation of potential future initiatives. No specific response date, due date, site visit requirements, or bidders' meetings are specified in this document.

SCDOT emphasizes that it is exploring AI-enabled technologies to augment, rather than replace, engineering judgment and established estimating practices, with particular interest in solutions operating within a human-in-the-loop framework that support explainability, provide confidence scores, and allow engineers to modify or override recommendations. The agency maintains significant historical data including bid tabulations, awarded contract data, pay item databases, quantity histories, unit price histories, and project characteristics that could support AI solution implementation. Respondents are requested to provide budgetary planning information and estimated cost ranges for proof-of-concept, pilot deployment, enterprise implementation, and ongoing operations, though this information is provided for planning purposes only and does not constitute a formal pricing request. The RFI seeks to understand organizational capabilities, data maturity requirements, implementation approaches, common pitfalls, measurable benefits, and emerging capabilities relevant to AI-assisted transportation cost estimating for state DOTs.
