Document Summary
This is a Request for Bid (RFB #28464-HS) issued by the State of Wisconsin Department of Administration, State Bureau of Procurement, for statewide security guard services. The solicitation is open to qualified security service contractors operating in Wisconsin and is mandatory for use by state agencies while optional for University of Wisconsin campuses and municipalities. The RFB was issued on October 24, 2025, with responses due by November 6, 2025, at 1:00 PM Central Time.
The contract covers unarmed and armed security guard services across eight geographic regions of Wisconsin, with Regions 1 (Madison), 2 (Waukesha), and 3 (Green Bay) combined as the mandatory award area. Bidders must provide all-inclusive hourly rates for unarmed security guards in the three-region combined area to be eligible for award. The State intends to award one Primary Contractor (lowest price) and one Secondary Contractor (second-lowest price) for Regions 1-3, though it reserves the right to award to a single bidder. Optional pricing for armed guards in Regions 1-3 and all guard services in Regions 4-8 is informational and will not affect award determination. The initial contract term is two years, renewable for up to three additional one-year periods, with possible six-month extensions. Current staffing includes approximately 30 full-time positions across the three regions, with 2024 contract spending at approximately $2.2 million. All security guards must be licensed by the Wisconsin Department of Safety and Professional Services, pass annual drug screening and background checks, maintain professional uniforms, and comply with facility-specific rules. The State provides a 5% price preference for certified Disabled Veteran-Owned Businesses (DVBs) and maintains the option to adjust pricing after the first 12 months with documented justification.

A. MEMO TO BIDDERS
Information Related to the Security Guard Services Statewide Rebid
Upon review of RFB 28452-HS, the State of Wisconsin (State) identified inconsistent method of award language between section 1.2 Purpose and Scope of the Request For Bid, section 5.1 Method of Bid, section 5.2 Cost Sheet Instructions, and section 7.2 Method of Award.
To ensure the method of award language is consistent with the State’s intent, the State has decided to reissue the Security Guard Services Statewide RFB. Most of the bid document and specifications remain unchanged. For those bidders that previously responded to RFB 28452-HS, none of the information included in your response will be considered in response to RFB 28464-HS. All bidders must respond fully to all requirements in RFB 28464-HS. The following list summarizes the most significant revisions; however, Bidders are strongly encouraged to thoroughly review the RFB in its entirety:
Section 1.2 Purpose and Scope of the Request for Bid, Section 5.1 Method of Bid, Section 5.2 Cost Sheet Instructions, and 7.2 Method of Award have been revised:
o To emphasize that Regions one (1), two (2), and three (3) are combined and awarded together to a Primary Contractor and a Secondary Contractor (however, the State reserves the right to award to a single Bidder);
o To clarify the Optional Price section for armed security guards in Regions one (1), two (2), and (3); and o To clarify the Optional Price section for unarmed and armed security guards in Regions four (4) through eight (8).
If you have any questions related to this information or about RFB 28464-HS, they must be submitted using the instructions provided in Section 6.2, during the Question and Answer period which ends on October 29, 2025, 2:00 pm CT.

1.2 PURPOSE AND SCOPE OF THE REQUEST FOR BID
The State of Wisconsin (State) as represented by its Department of Administration (DOA), State Bureau of Procurement (Bureau) requests Bids for Security Guard Services at State facilities and intends to use the results of this process to award Contract(s). The State does not guarantee it will purchase any specific quantity or dollar amount. Bids that require a minimum number of services ordered will be rejected. There will be no guarantee to purchase any specific quantity or pay any minimum contract price during the term of the Contract.
This Request for Bid (RFB) document is designed to provide interested parties with sufficient information to submit a Bid for Security Guard Services. To be eligible for an award, Bidders must provide hourly rates and be able to provide unarmed security guard services for all locations in regions one (1), two (2), and three (3), combined, as defined in the RFB. Regions one (1), two (2), and three (3) will be awarded together.
Page 11 28464-HS
The State is also requesting optional pricing, under the Optional Price section of the Cost Sheet, for armed security guards in Regions one (1), two (2), and three (3), as well as unarmed and armed security guards in Regions four (4) through eight (8). Optional pricing is informational in nature and will not impact the Bid award(s). Only the awarded Primary Contractor or Secondary Contractor for unarmed guards for combined Regions one (1), two (2), and three (3) will be eligible to provide services for which optional pricing is provided, as needed by the State. See Section 1.2.3 for a Region Map and Appendix 2 for Classification Descriptions of Security Guard Services.
The Contract(s) resulting from this solicitation, if any, will increase efficiency for state agencies and Authorized Users by providing a price schedule for Security Guard Services and establishing standard requirements for Security Guards contracted throughout the State. It is the intent of the State to award multiple bidders; however, the State reserves the right to award the entire contract to a single bidder. Regions one (1), two (2), and three (3) combined will be awarded to one (1) Contractor (Primary Contractor with the lowest total price for those regions) and one (1) alternate Contractor (Secondary Contractor with the second lowest prices for those regions). A Secondary Contractor becomes primary should the Primary Contractor be unable to provide services or a partial cancellation or termination becomes necessary. This RFB and subsequent contract does not estimate nor guarantee any level of business or minimum spend. The Contract(s) shall be mandatory for use by state agencies and available as optional for UW Campuses and Municipalities.
The State presumes that the majority of the work performed through this contract will be for Unarmed Security Guard Services. Currently, the State requires contracted armed security guards in one building in region one (1), and one building in region two (2) but, the need for such service may increase or decrease at any time during the life of the Contract(s).
State agency end users who have identified a new security need shall contact Department of Administration, Division of Capitol Police (DCP) prior to contracting for Security Guard Services. See Section 3.4.1 of this document and the State of Wisconsin Procurement Manual (PRO-512) for more information.

Authorized Users may have more than one location and in different regions of the state.
Some Authorized Users may require 24/7 on-site guard presence; others need coverage only during regular business hours. Still, others may only require services on weekends or during unique events.
