About this file
RFB 28464-HS is a Request for Bid document issued by a state entity for Security Guard Services. This appendix outlines the classification framework for security guard positions and serves as a reference guide for bidders to submit appropriate hourly rates based on position type and assigned responsibilities.
The document defines two security guard classifications: Security Guard – Unarmed and Security Guard – Armed. The Unarmed classification covers general facility security responsibilities including building access control, facility monitoring, visitor management, patrol, emergency response, incident reporting, and law enforcement coordination. The Armed classification (SG-3) encompasses the same duties as the unarmed position but additionally authorizes security personnel to intervene in emergency situations using escalation of force protocols, including armed response with firearms, tasers, or other weapons. Both classifications are flexible frameworks designed to accommodate varying requirements across different state facility locations, with each Authorized User required to develop a Statement of Work detailing specific duties and responsibilities for their particular location. The document explicitly states these classification descriptions are not exhaustive and are intended solely to provide structure for bidders to submit competitive hourly rates for their bid responses.
