About this file
This is a Request for Bid (RFB 28420-JB) issued by the Wisconsin Department of Administration's State Bureau of Procurement for elevator maintenance and repair services across Wisconsin state agencies, institutions, and University of Wisconsin campuses (excluding UW-Madison and Department of Corrections). The procurement is open to Wisconsin municipalities through cooperative purchasing authority, allowing counties, cities, villages, towns, school districts, and other qualifying entities to utilize the resulting contract. The RFB was issued on April 2, 2024, with bids due May 7, 2024, and contract operations beginning July 1, 2024.
The contract covers maintenance and repair services for approximately 260 elevators organized into eight lots/locations throughout Wisconsin, with an estimated annual spend of $1.5 million. Services include two main categories: Complete Service (comprehensive maintenance with all parts and labor included) and Lubrication Service (basic examination and lubrication with separate charges for parts and repairs). Bidders must provide pricing for different service intervals (weekly, semi-monthly, monthly, quarterly) and callback response levels (no callback, 8-hour response, or 24-hour response). The contract features an initial two-year term with options for two additional two-year renewals, totaling up to six years. Awards will be made to the lowest responsive bidder for each lot, with contracts being mandatory for state agencies. The procurement includes standard insurance requirements, prevailing wage compliance where applicable, and allows for price adjustments only at specified renewal periods.

The resulting contract from this Request for Bid (RFB) will be statewide and may be utilized by agencies at the state, county, and local levels of government, collectively referred to as “end-users,” in the State of Wisconsin. End-user delivery locations are located throughout the State of Wisconsin.
1.2.2 Scope: The Department of Administration (DOA) intends to award multiple vendors to provide on-site maintenance and repair for approximately 260 (eight Lots/Locations) elevators throughout the State.

The original contract term or any renewal period may be extended at the State’s request on a month-to-month basis for a period to exceed six (6) months for the purpose of completing a future solicitation or transition to new Supplier(s). Contract conditions, terms and pricing shall not be modified during such a month-to-month extension, unless prior approval of the justification is obtained in writing by the Contract Manager.

· Final Signed Contract including all documented clarifications
· Bid Response as accepted by the State of Wisconsin
· Request for Bid
A sample State of Wisconsin contract (Attachment 4 – Sample Contract) has been attached as a Supporting Document to this RFB. It represents the terms and conditions the State expects to execute with the successful Bidder(s).
