About this file
This is a Request for Proposals (RFP) issued by the University of Connecticut Health Center (UCHC) for the procurement of Student Dental Kits for the 2026-2027 academic year. The RFP seeks qualified organizations to supply comprehensive dental kits for incoming and returning students in the School of Dental Medicine, covering first, second, and third-year classes. The kits contain extensive dental instruments, supplies, and materials organized by year of study, with an estimated 50 packages required per class (approximately 150 total packages). Proposers must attend a mandatory pre-bid conference and submit proposals electronically to the identified buyer by the February 13, 2026 deadline at 2:00 PM EST. The contract will be for a one-year period covering the 2026-2027 academic year only, with no renewal options indicated. Delivery of first-year kits is anticipated for August 2026 and second-year kits for December 2026, with student distribution occurring in September 2026 and January 2027 respectively. Contractor representatives are required to be present within 24 hours of delivery for quality review and on distribution days to assist students and handle any discrepancies.
Pricing must remain fixed throughout the award term with no increases permitted, and proposers must quote prices valid for 180 days from the proposal due date. Shipping and handling charges must be included in pricing unless separately approved by Triose logistics, with documentation of approval required before submission. Payment terms are net 45 days, and UConn Health is exempt from state and federal excise, transportation, and sales taxes. No set-asides for disadvantaged, minority-owned, women-owned, or small business enterprises are identified in the solicitation. Subcontracting and offshoring are expressly prohibited. Proposers must have been in business for at least five years providing comparable goods and services, possess all necessary certifications and licenses, and provide three current professional references and one previous client reference. Special requirements include warranty and maintenance coverage for curing lights throughout the student's enrollment in the predoctoral program, immediate notification of any backorder items, and provision of sample packages and packing lists at least ten business days prior to delivery. The RFP requires responses in a specific Excel template with all sections completed in their entirety; incomplete submissions will be rejected. Multi-award capability is expected with consideration given to contractors offering complete packages with authorization as distributors for all manufacturer products included.

| Proposer confirms that it is aware that noncompliance with the following requirements may result in rejection of the bid response: |
(i) Bidders are required to submit their bid responses electronically via email to the Buyer named in the bid on or before the due date and time specified in the bid. Do NOT upload your bid response to the Connecticut bid portal. UConn Health only accepts bid responses that are emailed directly to the Buyer per their instructions. Responses must be received by the Buyer via email prior to the deadline.
(ii) Bid responses won’t be accepted unless all sections of the bid template are completed in their entirety.
Don’t leave any section blank.

(iv) All forms must be signed and dated.
(v) Don’t add or change language on any of the bid forms or compliance documents. The only place where redlining is allowed is in the standard contract in the bid package, and UConn Health is not obligated to accept any requested changes to contract language.
(vi) UConn Health is a State of Connecticut agency – requests to keep bid responses confidential will be rejected.
