About this file
This is a Request for Proposal (RFP #510292) issued by the Wisconsin Department of Transportation (WisDOT) on September 3, 2019, seeking to establish multiple statewide contracts for ecological, hazardous materials, and asbestos services. The procurement is available for use by Wisconsin state agencies and municipalities through cooperative purchasing agreements under Wisconsin statutes. WisDOT's Division of Transportation Systems Development serves as the contracting agency, with Sally Maier designated as the Purchasing Agent Senior managing the procurement process.
The RFP covers comprehensive environmental services including hazardous materials investigation and remediation, contaminated soil and groundwater services, asbestos inspection and abatement, threatened and endangered species surveys, habitat restoration and management, wetland delineation and mitigation, vegetation management, invasive species control, and hydrology services. Contractors must provide 24-hour emergency response capabilities and hold appropriate licenses including Wisconsin Pesticide Applicator licenses, Wisconsin Asbestos Inspector licenses, and various environmental certifications. The initial contract term is two years with three possible one-year renewal options. Proposals are evaluated on a 10,000-point system weighted 35% for general requirements, 35% for technical requirements, and 30% for cost, with certified Minority Business Enterprises and Disabled Veteran-owned Businesses eligible for up to 5% scoring preference. Multiple awards will be granted to create a pool of qualified contractors for on-demand environmental services across Wisconsin's transportation system.
