STATEMENT OF WORK
USCGC RAYMOND EVANS
PR# 70Z080-21-Q-P45A1900
BACKGROUND: The United States Coast Guard Surface Forces Logistics Center (SFLC) is coordinating the service to have the CGC RAYMOND EVANS’ Propellers (Port & Starboard) for an in water removal and installed. This work item describes the requirements for the Contractor to remove, install, and perform quality assurance checks during the process and conduct an underway full power trial to ensure the meticulous guidelines and measurements are IAW OEM and Coast Guard standards.
1. SCOPE:
Dates: Mar 15 – Mar 20, 2021 Location: Coast Guard Cutter RAYMOND EVANS, located in Key West, FL.
Time: 0800-2000 daily
a. Labor:
i. Commercial Contractors that are dive certified w/ at least 3+ years of commercial dive experience.
ii. Commercial Contractors will remove and install the Port and Starboard propellers while cutter is in the water IAW attached Work Item One (1) (attached).
iii. 8 hour workday X Six(6) days.
iv. Commercial Contractor will replace the underwater body Hull Zincs IAW maintenance procedure card B10018 (attached).
v. Commercial Contractors will coordinate Crane services as appropriate.
b. Travel
i. Travel Expenses including airfare, tool shipment, rental car, meals, and hotel. (If applicable)
c. Deliverable
i. Coast Guard SFLC will require contractor to submit written reports and time sheets of all their efforts and findings.
ii. After work is completed and in the presence of the Coast Guard inspector, the contractor shall be present during dockside testing and underway sea trials to ensure that satisfactory work was performed and no discrepancies are noted.
iii. Interface with CG Technicians and inspectors.
2. REQUIREMENTS: Commercial Contractor will remove and install the Port and Starboard propeller on the Coast Guard Cutter RAYMOND EVENS while the cutter remains in the water. The Contractor will provide all tools (outside of Government Furnished Tools), crane services, lifting and safety straps, eyebolts and safety equipment needed to successfully complete the propeller remove and installs. Work performed will meet CG drawings and technical standards, and maintain Coast Guard configuration.
