About this file

This is a Request for Quotation (RFQ) End User Specification Worksheet submitted by the Idaho Department of Environmental Quality for a 22-foot, 3-axle MaxxD roll-off trailer with a matching 6-foot wall bin. The specification requires the equipment to be compatible with existing infrastructure already in use, as thousands of dollars have been invested in current equipment that will not work with alternative brands. The trailer must feature a 17,500-pound winch with 25,000-pound cable and remote control operation, configured as a bumper pull unit. Known vendors include Farm Country Sales (preferred vendor) and Riverside Trailers. The quotation response deadline is September 4, 2026, with requested delivery as soon as possible. Funding is available through September 30, 2026, with no specified contract term or renewal options noted.

The specification explicitly requests exemption under Idaho Title 67(2)(a)(ii) due to equipment compatibility being paramount, justifying the brand-specific requirement rather than allowing equivalent alternatives. The department has determined that the MaxxD brand is necessary because current bins and the 2019-model trailer cannot accommodate other manufacturers' equipment. A preferred but non-mandatory feature includes nylon cable for the winch. The solicitation requires standard warranty coverage and includes photographs of current equipment as reference attachments. No pricing information, set-asides, incumbent contractor details, or formal evaluation criteria are specified in the worksheet. The department's end-user certification confirms that specifications are designed to promote competition while establishing only minimum necessary requirements.
