CITY OF CALABASAS

REQUEST FOR PROPOSALS

REQUEST FOR QUALIFICATIONS (RFQ) FOR

GENERAL ENGINEERING (A) AND GENERAL

BUILDING (B) LICENSED CONTRACTOR ON-CALL

CONSTRUCTION SERVICES

Date of Issuance: Friday, April 24, 2026

Proposals Due Before: 2:00 pm on May 20, 2026 City Contact: Tristan Leger

I. Introduction

The City of Calabasas (City) is issuing this Request for Proposals (RFQ) pursuant to Calabasas

Municipal Code Chapter 3.42 and other applicable law.

The City is seeking a qualified Contractor to provide on-call general construction services, as more particularly described in the Scope of Work below.

This RFP describes the required scope of services, the Contractor selection process, and minimum information that must be included in the proposal. Failure to submit information in accordance with this

RFQ’s requirements and procedures may be cause for disqualification.

During the evaluation process, the City reserves the right, where it may serve the City’s best interest, to request additional information or clarification from Contractors, or to allow corrections of errors or omissions. At the discretion of the City, Contractors submitting proposals may be requested to make oral presentations.

II. Background

The City of Calabasas is located in western Los Angeles County in the foothills of the Santa Monica

Mountains and adjacent to the San Fernando Valley. Situated approximately 25 miles west of downtown

Los Angeles and eight miles east of the Ventura County line, the City has a population of approximately

23,000 people. The City spans an area of approximately 13.75 square miles and is bordered by the cities of Hidden Hills to the north, Agoura Hills to the west, Los Angeles to the east, and unincorporated

Los Angeles County to the south.

Primary access to the City is from the Ventura Freeway (Highway 101) or by Malibu Canyon Road from

Pacific Coast Highway (PCH, State Route 1). Mulholland Highway provides secondary access between PCH and the Ventura Freeway, while also connecting the eastern and western portions of the

City through unincorporated Los Angeles County lands to the south.

The City of Calabasas was incorporated in 1991. However, the first occupation in the area was by

Chumash Native Americans who settled along the banks of Calabasas Creek. The Chumash were contacted by the Spanish during the mid-1700s. The City’s distinctive character is in part derived from its history, natural environment, oak-studded hillsides, and sprawling open space. Other notable characteristics include its topographical diversity, small town atmosphere, and active population. Old

Town Calabasas represents the historical heart of Calabasas. Developed as a combination of both the old west and modern-day styles, it features a mix of retail shops, fine restaurants, and the historic

Leonis Adobe, one of the oldest buildings in the Los Angeles area.

Calabasas is primarily a residential community and is recognized as one of the most desirable places in the region to live. The community is distinguished by its geographical setting, privacy, city and neighborhood events, excellent public schools, and high-quality public services.

III. Intent

It is the City’s intent that this RFQ encourage competition among qualified Contractors that offer the range of skills, experience, and expertise necessary to complete project tasks. It is the responsibility of each proposing Contractor to notify the City Contact in writing immediately if any language, requirement, specification, or combination thereof, inadvertently restricts or limits the requirements stated in this RFP to a single source. Such notification must be received by the City Contact not later than five (7) days prior to the proposal due date.

City intends to award a contract with an initial term of five (5) years, with two (2) optional renewals for

1 year each.

IV. Scope of Work

Scope

The City is requesting proposals from general engineering (California A licensed) and general building (California B licensed) contractors to provide on-call construction services. These services will be on an as-needed basis. The City intends to award one or more contracts of a not-to-exceed construction value of $1,000,000 to provide the requested services for a five-year term, with up to two one-year extensions.

This policy is intended to create a level playing field for all potential proposers, assure that contract decisions are made in public, and protect the integrity of the selection process. All contacts regarding this selection process should be addressed to the designated City Contact.
