About this file

This is a Request for Proposals issued by the City of Sun Prairie, Wisconsin Economic Development Department for urban design services related to the Downtown Urban Design Project (RFP #23-ED22). The City seeks qualified consultants to develop design plans for three public spaces within downtown Sun Prairie: Main Street Pedestrian Safety Improvements (100 and 200 blocks), Cannery Square Plaza Re-Visioning, and Festival Street (W. Lane Street) Design Development. The scope includes public engagement activities, stakeholder coordination, concept development, and final design-development plans with preliminary cost estimates. Proposals were due on Friday, May 26, 2023, at 11:59 PM CST, with the contract term commencing June 9, 2023, and concluding January 9, 2024 (seven months). The City reserves the right to extend the contract for one additional year under mutually agreeable terms with pricing adjusted based on the Consumer Price Index. Proposers were encouraged to submit detailed descriptions of their public engagement processes, project team qualifications, relevant experience with similar projects, and preliminary schedules demonstrating ability to meet the compressed timeline necessary for 2024 construction commencement.

All proposal costs are the responsibility of proposers, with submissions requiring multiple forms including signature affidavits, vendor profiles, references, insurance documentation, and cost proposals as separate attachments in PDF format. Evaluation criteria include qualifications of firm (25 points), relevant experience (25 points), costs (25 points), sustainability (10 points), DBE/WBE/DVB certification status (10 points), and local vendor preference (5 points), with proposals requiring a minimum 75 percent score in marked categories to qualify. The City offers local vendor preference for businesses with physical addresses within Sun Prairie; however, state law exempts public works projects from this preference. Subcontracting is not permitted under this contract, and the City reserves the right to terminate the contract at any time with 30 days written notice, limiting liability to pro rata costs of services performed.

Statutes) and that, unless otherwise clearly allowed by law to be an exception to the Public Record Law and confidential, all aspects of this agreement are subject to open disclosure and are a matter of public record. It is further agreed to that neither party will take any action to obstruct the operation of these laws. To comply with any request under said Public Record Law, the provider/contractor herein shall produce copies of all materials, gathered or produced or modified pursuant to this Contract to City, in their original (i.e., electronic or digital, etc.) format at actual cost of reproduction, without profit. According to Wisconsin caselaw, even if records are created or maintained by, or in the custody of, the provider as an independent contractor, they, along with the raw data used to create the record, are nevertheless public records that must be made available to the public within a reasonable time and without delay upon request by any person, and in the format in which they were created. Provider/contractor agrees to hold City, its agents, officials and employees harmless and to indemnify them and City for all costs, fees, including all reasonable attorney fees and expenses of all kinds, and any judgments, orders, injunctions, writs of mandamus, and damages or expense of whatever kind for which City or its agents, officials or employees may expend or be held liable due to the Provider/contractor’s failure to comply with the Wisconsin Public Records and Open Meetings laws, or with this Agreement.

b. Any Public Records Law request received directly by a contractor related to this Contract with City shall immediately be reported to the City Administrator.

1. The information derives independent economic value, actual or potential, from not being generally known to, and not being readily ascertainable by proper means by, other persons who can obtain economic value from its disclosure or use.

2. The information is the subject of efforts to maintain its secrecy that are reasonable under the circumstances.

The City cannot ensure that information will not be subject to release if a request is made under applicable public records laws. The City cannot consider the following confidential: a bid in its entirety, price bid information, or the entire contents of any resulting contract. The City will not provide advance notice to proposers prior to release of any requested record.

To the extent permitted by such laws, it is the intention of the City to withhold the contents of proposals from public view – until such times as competitive or bargaining reasons no longer require non-disclosure, in the City’s opinion. At that time, all proposals will be available for review in accordance with such laws.

The City of Sun Prairie reserves the right to discontinue the contract’s remaining option year and may elect to re-advertise the contract in whole or in part when changes in prices are not mutually acceptable between the contractor and the City.

Any and all changes to the contract terms and conditions shall be evidenced in writing by amending/modifying the contract.

Upon termination, the City’s liability will be limited to the pro rata cost of the services performed as of the date of termination plus expenses incurred with the prior written approval of the City. In the event that the contractor terminates the contract, for any reason whatsoever, it will refund to the City within 30 days of said termination, all payments made hereunder by the City to the contractor for work not completed or not accepted by the City. II. DESCRIPTION OF RFP

The City of Sun Prairie is soliciting proposals from qualified consultants with significant urban design experience to assist with the creation of design plans for three public spaces within its downtown. The desired level of detail and design development varies between the three sites, as described herein, but design uniformity between the spaces is desired to integrate the projects into the overall downtown. It is also important that the three spaces are compatible with other streetscape elements already present within the downtown.

In addition to preparing design-development plans for the three spaces, the project shall include a public engagement component that solicits feedback from key stakeholders and the general public to ensure that the resulting designs address the predominant needs and desires of the community. Design recommendations will likely be phased in over several years, with one of the spaces likely being developed as early as 2024.

SCOPE OF WORK

The City intends to complete this process over the summer and early fall of 2023. This timeline is particularly important for the Main Street Pedestrian Safety component of the project (see below), which is tentatively slated for construction in 2024. Completion of the design-development work by fall of 2023 would allow the City’s Engineering staff to prepare plans and specifications for bidding over the winter, and a competitive bidding process to occur in early 2024. Limited support from City staff to assist with identifying stakeholders, meeting logistics, posting of public notices, and other miscellaneous services may be available, but expectations in these areas should be detailed in responses to this RFP.

The City is interested in creative ideas for public and stakeholder engagement and encourages responders to propose activities that have proven to be effective on past projects. The goal of the project is to create interesting, attractive, timeless, multi-functional, and usable spaces based on the input received from stakeholders.

Responses to this RFP should include detailed descriptions of the process proposed to be followed to complete the project, in particular the public engagement process. The project shall include, at a minimum, the following activities:

Review of Current Concept Plans: Each of the public spaces has had at least a concept level design prepared previously that will help to inform and to some extent guide the design process. A review of such plans shall occur to achieve an understanding of the intent behind the preliminary recommendations.

Public/Stakeholder Engagement: Sun Prairie has an active Business Improvement District (BID), including a BID Board and several subcommittees, that will need to be actively involved in the decision making process. In addition, there are many other stakeholders and users that have a strong interest in these spaces, including downtown business and building owners, downtown residents and visitors, emergency service providers, event organizers, the Chamber of Commerce, the downtown Farmers Market, Public Works/maintenance providers, developers, and the general public. Responses should include a detailed description of the proposed activities that will make up the public and stakeholder engagement plan. An emphasis shall be placed on developing an inclusive approach that includes specific efforts to engage a diverse set of residents and stakeholders that reflects the make-up of the overall community.

Design Development: The City is expecting completion of the project in 2023, as described above.

Design-development plans shall specify, among other items, the layout, configuration, proposed paving materials and patterns, street furniture, signage, and landscaping desired for each of the identified spaces. A minimum of three concepts for each space, illustrating differing approaches and design solutions, shall be prepared for consideration as part of the process, with the final products for each space being a more refined plan based on feedback on the initial concepts. The three public spaces include:

Main Street Pedestrian Safety Improvements – 100 and 200 Block of Main Street: In 2022, Community Development and Engineering staff worked with business owners, property owners, the Downtown Business Improvement District (BID), and other stakeholders to develop several options for addressing pedestrian safety issues along this two-block stretch of Main Street.

Consensus coalesced around a concept plan that would alter the travel and parking lanes of Main Street in such a manner that a significant expansion of the sidewalk on the south side of the 200 block of E. Main Street would occur, as well as bump-outs at key intersections. Such changes would result in a significant amount of new ‘flex space’ that could accommodate amenities and uses such as outdoor seating areas, landscaping/planters, outdoor dining areas, outdoor sales, public art, and space for occasional special events and/or small festivals, among other options.

As a result of the positive response from stakeholders, funding for construction in 2024 was included in the City’s Capital Improvement Plan (CIP). In order to facilitate such a project, the existing concept plan needs to be developed so that detailed plans and specifications can be prepared for public bidding. The scope of this project involves exploring stakeholder desires regarding the use, appearance, and function of these new pedestrian spaces, and preparing design-development level plans that can be used to prepare plans and specification for bidding.

A particular challenge is dealing with grades along the public sidewalk on the west side of King

Street that will require careful attention.

Multiple concepts for the use and appearance of the new pedestrian spaces shall be prepared for consideration and reaction from stakeholders, to be refined to one final design that will provide City Engineering staff the details needed to prepare plans and specifications for bidding.

Preliminary cost estimates for implementation of the recommended plan shall also be provided.

Cannery Square Plaza Re-Visioning: Cannery Square Plaza was constructed in 2003 as part of the broader Cannery Square redevelopment. The space has functioned as a focal point and community gathering space for downtown, hosting many community events and celebrations on an annual basis. As such, the space has served the community well. However, many of the physical features that make up the plaza are deteriorating or requiring increased maintenance, such as the fountain, pavers, and planters. The electrical system is also partially inoperable.

In discussions with stakeholders about refreshing the space, the City found that a broader re-visioning of the space is needed. Concerns were expressed about the usability of the space for larger events, availability of utilities, and that the current design of the space is not conducive to many of the activities that would be desired for the plaza. A new concept plan is needed that reflects the updated vision of stakeholders for the space, including how best to integrate this with the rest of the downtown. From the new concept, design development plans shall be prepared that can be used to prepare plans and specifications for bidding. A preliminary cost estimate for implementation of the recommended plan shall also be provided.

Festival Street (W. Lane Street) Design Development: The Sun Prairie Stronger Plan, adopted in 2019, includes a concept plan for the conversion of Lane Street, west of S. Bristol Street, into a ‘festival street’. The festival street is envisioned as a shared-use street that prioritizes pedestrians and bicycles over automobiles, and that connects downtown Sun Prairie to the new Sun Prairie School District Bank of Sun Prairie Stadium to the west. The festival street is intended to be closed to vehicle traffic when desired for events and festivals. It is also along an identified route for a future bicycle connection through the downtown.

Although the Sun Prairie Stronger Plan contains a rendering showing an intended look and feel for the street, it does not include any details regarding surface materials, street furniture, landscaping components, or how specifically to implement the shared street concept within the right of way available along this corridor. In addition to a recommended plan addressing these items, a preliminary cost estimate for the implementation of the recommended alternative shall be provided, as well as preliminary recommendations for extending streetscape components of the festival street farther east along the existing Lane Street corridor.

The City is also planning to reconstruct a portion of Main Street east of downtown between Dewey Street and Grove Street. This project shall include a review of such plans and, if deemed appropriate, preliminary recommendations and cost estimates for potential aesthetic enhancements that could be incorporated into the reconstruction plans.

Deliverables: The contractor shall provide the following deliverables over the course of the project:

All materials necessary to promote and facilitate the public engagement process, including but not limited to content for notices, advertisements, displays, social media posts, press releases, and other promotional materials;

Agendas, minutes, and any other materials needed for meetings related to the project;

Boards, handouts or display materials as needed for public engagement activities, public meetings, or other in-person, online, or virtual events to be held as part of the design/development process;

At least three concept plans for each of the three public spaces for consideration by stakeholders and the public;

Final plans for each area illustrating the design details intended to be incorporated into the plans and specifications for each project, including specifications for paving and surface materials and patterns, landscaping, street furniture, signage and wayfinding, public art and decoration, lighting, utility and infrastructure needs, trash receptacles, bicycle racks, and other design features that will need to be included in the plans and specifications for bidding;

Additional recommendations for extending festival street design components along Lane Street east of S. Bristol Street, and for incorporating urban design components into the reconstruction plans for E. Main Street between Dewey Street and Grove Street.
