About this file

This is a Request for Pricing document issued by the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) to establish a two-year Break/Fix contract for the repair and maintenance of LN2 GEMS generators. The request solicits pricing submissions from qualified vendors to support factory-certified service engineer labor and parts replacement across multiple Illinois power plant facilities and the IEMA-OHS Nuclear Safety Facility in Springfield.

The pricing matrix requests both replacement and rebuild costs for 18 component categories, including helium compressors, nitrogen generators, cold heads, dewars, control panels, filters, valves, and cryogenic transfer lines. Break/Fix labor rates are requested for four service categories: Monday-Friday standard hours (8:00 a.m. to 5:00 p.m.), after-hours weekday service (5:00 p.m. to 8:00 a.m.), Saturday service, and Sunday/holiday service. The vendor must also provide one-way travel rates for service calls to seven specified locations including Braidwood, Byron, Clinton, Dresden, LaSalle, and Quad Cities power plants. The document notes that the obsolete HC4A Zephyr helium compressor will be replaced by the FA40L model, with KIC providing complimentary training for the first conversion. An optional upgrade to 50 liters per day capacity is available using a three-phase, water-cooled helium compressor. Miscellaneous repair parts are capped at $500 without agency approval, and shipping costs will be added upon order placement.

· The HC4A (Zephyr) Helium Compressor is obsolete and replaced by the model FA40L. The replacement is a 3-phase device and requires a change in the skid. KIC can train the IEMA-OHS team in how to convert this for the first unit at no charge.

· As an option, the NL84 can be upgraded to 50 lpd using a 3-phase and water-cooled Helium compressor. This is easier to implement and increases production capacity.

· As long as the "Helium pump capsule" is operational, the cost of rebuilding the Zephyr or any other compressor is provided.

· Miscellaneous parts for repair shall not exceed $500 without agency approval. Shipping will be added at the time of order.
