About this file
This document is a State Procurement Office (SPO) Form 101 - Competition Impracticable Procurement Authorization from the Arizona Department of Administration, specifically for the Arizona State Hospital (ADHS). The procurement involves three suppliers: Concentric Healthcare Solutions LLC, Applied Behavioral Interventions PLLC, and All About People Inc., with associated contract IDs CTR047091, CTR047092, and CTR047096, respectively.
The document seeks authorization to extend existing registry staffing contracts for an additional 60 days through June 30, 2025, to allow for completion of evaluating 41 proposals from a new RFP (BPM006391) that closed on March 10, 2025. The total estimated cost is $320,000.00, with individual contract amounts including $160,000.00 for Concentric Healthcare Solutions LLC, $80,000.00 for Applied Behavioral Interventions PLLC, and $80,000.00 for All About People. The staffing is specifically for LPN, RN, and Behavioral Health Technicians in a psychiatric setting, with the extension aimed at ensuring continuous patient coverage and avoiding any lapse in critical staffing during the transition to new contractors.

| Text11: The Arizona State Hospital requires registry staffing to fulfill the needs of the hospital when employee nursing is not available. |
Contracts for Registry Staffing for the Arizona State Hospital were awarded via RFP BPM001022 on November 1, 2019 with a one (1) year term with the option to renewal annually, not to exceed five years.
A CI Determination was processed on October 22, 2024 to exceed the original five (5) year term which ended October 31, 2024 and extend the five (5) current contracts for six (6) months through April 30, 2025.
This supplemental CI Determination is a request to extend three current contracts due to expire April 30, 2025 for another sixty (60) days through June 30, 2025. This will allow for additional time to complete the evaluation of forty-one (41) proposals from BPM006391 RFP which closed on March 10, 2025.
It is most advantageous to the State in Arizona to continue the use of these Contracts until the new awarded Contracts are established. This will avoid any lapse in coverage and ensure that these critical positions are filled to ensure coverage to the patients.
Text12: The new RFP (BPM006391) was released to the public on February 24, 2025 and is due to closed on March 10, 2025 at which time the evaluation of the offers will begin. Pricing will remain the same and is considered fair and reasonable based upon the award and related amendments.
Below is an estimated amount of usage per Contractor for the additional sixty (60) day extension.
CTR047091 - Concentric Healthcare Solutions LLC - $160,000.00 CTR047092 - Applied Behavioral Interventions PLLC - $80,000.00 CTR047094 - KR Young Staffing Group - AtWork Group - Not in Use at this time and not being extended CTR047095 - Integrated Healthcare of Arizona LLC - $Not in Use at this time and not being extended CTR047096 - All About People - $80,000.00
