About this file
This document is a State Procurement Office (SPO) Form 101 - Competition Impracticable Procurement Authorization from the Arizona Department of Administration for the Arizona State Hospital (ADHS). The document involves multiple healthcare staffing vendors: Concentric Healthcare Solutions LLC, Applied Behavioral Interventions PLLC, KR Young Staffing Group - AtWork Group, Integrated Healthcare of Arizona LLC, and All About People Inc.
The procurement authorization is for registry staffing services, specifically for Licensed Practical Nurses (LPN), Registered Nurses (RN), and Behavioral Health Technicians in a psychiatric setting. The original contracts were awarded via RFP BPM001022 in November 2019 with a five-year term. This authorization seeks to extend three current contracts for an additional 60 days through June 30, 2025, to allow time for evaluating a new RFP (BPM006391) that received 41 proposals. The estimated cost for this extension is $320,000, with Concentric Healthcare Solutions LLC expected to utilize $160,000, Applied Behavioral Interventions PLLC $80,000, and All About People $80,000. The extension aims to prevent any service disruption at the Arizona State Hospital and ensure continuous critical staffing coverage.

13. Provide details of the procurement need, reason for the competition impracticable, and how the proposed procurement is advantageous to the State
The Arizona State Hospital requires registry staffing to fulfill the needs of the hospital when employee nursing is not available.
Contracts for Registry Staffing for the Arizona State Hospital were awarded on via RFP BPM001022 on November 1, 2019 with a one (1) year term with the option to renewal annually, not to exceed five years.
A CI Determination was processed on October 22, 2024 to exceed the original five (5) year term from October 31, 2024 through April 30, 2025 to allow time for ADHS to conduct a formal solicitation for these services.
A CI modification was processed on March 24, 2025 extend three (3) current contracts for an additional sixty (60) days from April 30, 2025 through June 30, 2025 to allow ADHS to evaluate the formal solicitation and continue with critical services.
This new CI modification dated May 30, 2025 is to extend the three (3) current contracts past their current expiration of June 30, 2025 for an additional ninety (90) days to allow additional time to complete the evaluation of forty-one (41) proposals from BPM006391 RFP which closed on March 10, 2025.
It is most advantageous to the State in Arizona to continue the use of these Contracts until the new awarded Contracts are awarded. A lapse in coverage cannot occur for the Arizona State Hospital as this would leave patients without the support of Nursing and Behavioral Technicians which are critical to the Hospital and life safety issues. Transition also possibly needs to occur based on new awards.
SECTION III - Justification
12. Rationale
- Compliance with A.R.S. §§ 41-2533, 41-2534, 41-2538, or 41-2578 is impracticable
Page 3 of 4 SPO Form 101 - Competition Impracticable Procurement Authorization (Rev 10.17.23)
In accordance with the Procurement Rules, the Arizona Uniform Terms and Conditions must be made a part of all Contracts. If you will be required to sign a software licensing agreement or sign any other agreement containing terms and conditions, these will need additional review to ensure that the terms and conditions do not invalidate the Arizona Uniform Terms and Conditions. Approval of this request does not allow for agencies to exceed their dollar acquisition amount of delegated authority.
14. Describe the procurement process, strategy to promote competition, and determination that the price is fair and reasonable
The new RFP (BPM006391) was released to the public on February 24, 2025 and closed on March 10, 2025 at which time the evaluation of the offers began. This CI modification is to extend the current contracts by an additional 90 days to allow time for ADHS to evaluate and award proposals for these services. Pricing will remain the same and is considered fair and reasonable based upon the award and related amendments.
Below is an estimated amount of usage per Contractor for the additional ninety (90) day extension.
CTR047091 - Concentric Healthcare Solutions LLC - $240,000.00 CTR047092 - Applied Behavioral Interventions PLLC - $120,000.00 CTR047096 - All About People - $120,000.00

- Authorization Request for a new CI
Six (6) Months through April 30, 2025
$960,000.00
13. Provide details of the procurement need, reason for the competition impracticable, and how the proposed procurement is
As such a contract has been in place since 2019 with award made to multiple vendors.
The contract(s) are in the fifth (5th) and final year expiring on October 31, 2024 and require an extension for an additional six (6) months while the current RFP (BPM006391) for these services is being solicited, evaluated and awarded.
At the time the request was made for a new solicitation in June 2024, several other complex projects were being initiated and the necessary time to fulfill this requirement could not be completed. Allowing this additional time ensures that services remain in place and will allow the RFP to be conducted and awarded before the end of the six (6) month extension.
the newly awarded Contracts are established. This will avoid any lapse in service for the needed staffing requirement of the State Hospital.
SECTION III - Justification
14. Describe the procurement process, strategy to promote competition, and determination that the price is fair and reasonable
The new RFP (BPM006391) is in the final draft phase and is scheduled to be released through APP in the next few weeks. Any resultant contract will not be able to be awarded and put in place prior to the expiration, October 31, 2024. Therefore the ADHS is requesting to go beyond the five (5) year maximum contract term by six (6) months to ensure that services remain in place during the solicitation process. Once the newly awarded Contracts are effective, these contracts will expire and all services will be conducted under the newly awarded Contracts.
The pricing is not expected to change with the six (6) month extension and is considered fair and reasonable. No price change/increase has been made since 2022.
Below is an estimated amount of usage per Contractor for the next six (6) months:
CTR047091 - Concentric Healthcare Solutions LLC - $480,000.00 CTR047092 - Applied Behavioral Interventions PLLC - $240,000.00 CTR047094 - KR Young Staffing Group - AtWork Group - Not in Use at this time CTR047095 - Integrated Healthcare of Arizona LLC - $Not in Use at this time CTR047096 - All About People - $240,000.00
In accordance with the Procurement Rules, the Arizona Uniform Terms and Conditions must be made a part of all Contracts.

| Text Field 1: This page is a continuation of ADHS's CI modification authorization request to extend the contracts for Registry Staffing Services for the Arizona State Hospital with Concentric Healthcare Solutions LLC (CTR047091), Applied Behavioral Interventions (CTR047092), and All About People (CTR047096). Prior extensions via CIs are included in the subsequent pages of this request for historical information. Clarification from ADHS was obtained; ADHS feel the 3-month extension is sufficient as they are currently conducting BAFO and anticipate awarding these contracts within the next 30-60 days with potential transition activities. | |
