About this file
This document appears to be a justification for other than full and open competition for a federal contract opportunity. It describes the market research conducted and the rationale for limiting the procurement of Chromebooks to a single-award BPA. The key details are:
The Bureau of Indian Education (BIE) has a requirement for Chromebooks in the education environment, including for lower grade levels. Previously, Chromebooks were procured under a BPA, but this led to issues with managing multiple Google Workspace instances across the BIE enterprise. To address this, the agency is recommending that all Chromebook acquisitions be excluded from the general BIE IT Equipment BPA and instead be competed and awarded under a single-award BPA with a single associated Google Workspace. The justification cites the availability of Dell equipment under an existing IDIQ contract, with pricing already determined to be fair and reasonable. The agency may evaluate the use of other equipment manufacturers in the future.

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based on the following:
8. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted.
9. Any other facts supporting the use of justification of other than full and open competition, such as:
10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.
11. A statement of any actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
We currently have this equipment available under the ITEMS IDIQ. Pricing for the ITEMS IDIQ is competitive and has already been determined fair and reasonable. Any pricing received as a result of this requirement being posted can be compared to the current pricing. Additionally, Dell equipment is available from multiple commercial sources that be reviewed for price reasonableness.
Market research was previously conducted for the ITEMS IDIQ. Additional research for this requirement consisted of contacting Dell for a list of ISBEE vendors that are Dell partners - 39 ISBEEs were listed.
There is no other approved brand of IT equipment for DOI/IA, so no additional market research was performed for other manufacturers.
The BIE has a requirement for the use of Google Chromebooks within the education environment. This includes having technology that is accessible and inexpensive for students in the lower K-5 grades as well as some instances for middle school. Under the current BPA, there are multiple resellers of Google Chromebooks while advantageous in accessibility has posed serious problems in the management of Google workspaces across the BIE enterprise. Under Google's reseller policy, Google workspaces are tied to the resellers of Chromebooks and are managed as separate instances. These instances cannot be transferred between resellers and the BIE finds itself in a position where it is managing multiple instances with no capability to provide for enterprise-wide management of the workspace. This limits BIE's ability to provide for consistency across the platform, the inability for schools to share workspace lesson plans, curricula, classroom management, etc. In order to provide for a holistic environment for the procurement of Chromebooks, it is recommended that all Chromebook acquisitions be excluded from the general BIE ITEMS BPA and competed and awarded on a single award BPA specifically for them and with one associated Google Workspace provided by the single awardee.
