Questions & Answers for 140A1625Q0001, BIE Student IT Equipment BPA
1. Section 1.6 – Delivery location says this will be determined at the order level. For price evaluation purposes should the offeror assume FOB Origin or FOB Destination? If FOB Destination, can the government provide possible delivery locations?
A. Each order will be FOB Destination. Delivery will be included in the equipment pricing, and no delivery costs will be accounted for separately. Delivery locations may be anywhere in the Continental United States (CONUS).
2. Could I please get a copy of the salient characteristics?
A. There are no “salient characteristics”, as this is not a Brand Name or Equal acquisition. We are requesting the specific makes and models as listed in Attachment 1. No deviations or alterations will be considered, and responses proposing “or equal” or alternative models will be considered non-responsive and will not be considered for award.
3. These include a dozen custom factory integrated SKUs only Dell Technologies can quote. In order to apply these SKUs we will need the original Dell quote #. Is there a quote that Dell can reference for the BIA/BIE?
A. These exact specifications are available from Dell, you do not need the Dell quote number.
4. Is there any possibility of extending the due date for this one by at least 2 business days?
A. Amendment 0002 was issued on 10/21, extending the due date to 10/31/2024 at 2:00 PM EDT.
5. Is the government looking for 1 unit price per item to cover the entire 5 years of the BPA? Or would it be acceptable and maybe expected to give prices per option year to take into account rising costs of items over a 5-year period?
A. We are looking for a unit price per piece of equipment, good for the life of the BPA. As models are updated, change, go EOL, added, or subtracted, the opportunity to re-price will be provided. Additionally, all unit prices will be re-evaluated on (at least) an annual basis, so if any piece of equipment requires an economic price adjustment, it may be addressed.
