Pacific Avenue Corridor Improvements Project - Addendum No. 3

This is Addendum No. 3 to the specifications and bid documents for the Pacific Avenue Corridor Improvements Project (R-7280), issued by the City of Long Beach Department of Public Works on September 30, 2026. The project involves pavement resurfacing, restoration, and rehabilitation work on Pacific Avenue from West Pacific Coast Highway to West Wardlow Road. The addendum modifies the bid schedule, technical specifications, and construction plans. Key modifications include revising the quantity for Item 14 (Remove Existing Full Depth Asphalt Concrete Pavement) to 6,700 cubic yards, changing Item 25 from "Cement Treated Base" to "Construct Cement Stabilized Pulverized Base (CSPB)," and adding Item 78 for Portland Cement for CSPB at 630 tons. The bid opening was scheduled for October 5, 2026, at 12:00 PM PT. The bid schedule encompasses 78 line items covering mobilization, traffic control, excavation, pavement removal and reconstruction, utility adjustments, traffic signal installations, fiber optic communications infrastructure, landscaping, and bus stop amenities.

The addendum clarifies technical requirements for the CSPB material, specifying gradation standards per ASTM C136 and requiring contractor submission of mix design at least 20 working days prior to work commencement. Payment for CSPB construction is made per cubic yard of placed and accepted material, while Portland cement payment is calculated per ton. All instances of Cement Treated Base (CTB) referenced in original plans must be replaced with CSPB specifications. The project requires bidders to acknowledge all addenda online prior to bid submission. Bidders must demonstrate minimum qualifications including prior completion of at least one major pavement 3R project on a corridor of at least two centerline miles with new traffic signal installations, completed within five calendar years prior to bid opening, with a construction value of at least $20 million. The project is estimated at approximately $20 million in total work value based on the comprehensive scope outlined in the bid schedule.

HMA OVER 9” OF CEMENT STABLIZED PULVERIZED BASE (CSPB) PER

SHEET TX-01 PAVEMENT RECONSTRUCTION DETAIL. Added the following note: “NOTE: ALL INSTANCES OF CEMENT TREATED BASE (CTB) SHOWN ON

PLAN MUST BE REPLACED WITH CEMENT STABILIZED PULVERIZED BASE.”

Typical Section:

• TX-01: Revise Typical Pavement Section – Full Reconstruction Detail to clarify the proposed work shall be 2” ARHM over 4” HMA over 9” Cement Stabilized Pulverized Base. Revise construction note 65, legend and notes accordingly.

QUESTIONS & RESPONSES:

The following are questions received from potential bidders and with responses provided for clarification.

1. Question: The detail shown on sheet 18 calls out to follow 301-03.04 of SSPWC (cement treat in place). The Geotechnical Report from Twinning also alludes to the same process in 4.2.1 Option 1. This method is far less expensive and faster than what is called out within the spec 201-9 CTB where material is to be put thru pugmill treatment. Please provide 100% clarity to the bidders which of the two processes is to be used.

Response:

Please see the revised plans and specifications. Cement Stabilized Pulverized Base (CSPB) shall be constructed.

2. Question: Are we doing Cement Treated Base in a Central Mixing Plant or are we doing Cement Stabilized Pulverized Base in Place?

Response:

Please see the revised plans and specifications. Cement Stabilized Pulverized Base

(CSPB) shall be constructed.

These changes and clarifications constitute Addendum 3.

Bidders are reminded to acknowledge all addenda online prior to submitting a bid.
