ADDENDUM NO. 1 - R-7280 PACIFIC AVENUE CORRIDOR IMPROVEMENTS PROJECT

This is Addendum 1 to a construction contract issued by the City of Long Beach Department of Public Works on September 17, 2026, for the Pacific Avenue Corridor Improvements Project (R-7280). The addendum implements six substantive changes to the original contract specifications and requirements. The project is subject to the 2026-2 prevailing wage determination as established by the California Director of the Department of Industrial Relations. Bid amounts must be submitted electronically. The apparent lowest responsive, responsible bidder is required to attend a Pre-Award Meeting with the City before contract execution to establish shared understanding of project expectations, requirements, and responsibilities. The contract will be issued in two phases: a Limited Notice-To-Proceed (LNTP) will be issued shortly after award to authorize pre-construction activities, while the full Notice to Proceed (NTP) will be issued after satisfactory submission of all required documentation and full contract execution. Work must commence within 15 calendar days of the NTP and be completed prior to the January 31, 2028 Olympic moratorium deadline.

The addendum significantly expands pre-construction submittal requirements to be completed within 20 working days of LNTP issuance, including permit applications, subcontractor lists, submittal schedules, potholing plans, long lead-time materials lists, SWPPP documentation, baseline construction schedules, shop drawings, traffic control plans, and Metro Rail safety training proof. Critical long lead-time items include traffic signal poles (1-A in 7' and 10' heights), pedestrian push button poles, traffic signal equipment, street light poles, non-1-A traffic signal poles, and bus shelters. The contractor must place orders within three working days of City approval and submit monthly procurement status updates until delivery and acceptance. Delays caused by late submittals, incomplete documentation, late purchase orders, or failure to coordinate fabrication and installation will not be grounds for additional compensation or contract time extensions. The LNTP period is in addition to the contract time specified in Section 6-3, and the LNTP does not authorize full physical construction.
