Bureau of Reclamation Bureau-wide Audio Visual Solution
Performance Work Statement (PWS)
08/28/2017
1.0 OBJECTIVE
The objective of this Indefinite Delivery Indefinite Quantity (IDIQ) firm-fixed price, time-and-materials, and labor-hour contract is to acquire contractor services to provide audio visual (AV), multi‐media, and related products, services and maintenance solutions to comply with the operational capabilities, design, and standards of quality stated herein. This shall include all work related to the design, equipment1, installation, labor, operations and maintenance support, cables, connectors, and other needed materials required to provide the specified AV systems, unless otherwise noted herein.
The Bureau of Reclamation (Reclamation) requires audio visual and related media equipment and services to provide the latest and most robust technology that offers the highest level of collaboration and streaming 4K60 video conferencing with a low cost impact and simplest support operation. The expectation is a system design that will support Reclamation for at least 10 years with the changing AV industry.
2.0 BACKGROUND
Reclamation is by trade an engineering firm that is a contemporary water management agency with a strategic plan outlining numerous programs, initiatives, and activities that will help the 17 Western
States, Native American Tribes and others meet new water needs and balance the multitude of competing uses of water in the West. The organization has an office located on the Denver Federal
Center, Denver, Colorado that serves a diverse set of approximately 1,000 employees. The organization has additional offices and site locations across the western states, a complete listing of our offices may be found at the following web address; https://www.usbr.gov/main/offices.html.
Reclamation’s building environment at the Denver Office is a multiple story, concrete structure with conference rooms spread across all floors and subnets within our network. Each floor consists of two
(2) power and telecommunication closets, one (1) on the north side and one (1) on the south side, each with a different sub-net. The building has single mode fiber pulled to each closet and layer 3 switches already in place (Cisco WS-C3750X-48T with POE and 10 GB uplink capability). The conference rooms are being planned to be part of the inner core of the building with demountable walls, 1 The reference of equipment or AV equipment herein includes any type of hardware components used within the AV industry but not limited to; i.e., monitors, interactive monitors, interactive whiteboards, projectors, cameras, transmitters, receivers, controllers, switches, surge protectors, power supplies, assistive listening systems, podiums, document camera, room computer, thin client, touch panels, VoIP phones, wireless components and networks, DVR, blu-ray players, amps, speakers, microphones, audio components, connectors, cable adaptors, multi-media related furniture, carts, racks and related products, table boxes, AV back boxes, monitor mounts, cables, fiber optics, video teleconferencing, raised flooring, and software that operates the components.
https://www.usbr.gov/main/offices.html consisting of glass panels along at least one dimension to allow the exterior light from the windows to reach the core of the building and no window treatments or shading is currently planned.
The Denver Office is undergoing a building modernization effort to consolidate office space and is seeking to replace its current audio/visual equipment to improve quality and operability during meetings and collaboration sessions. The building modernization effort has been awarded through a design-build contract and will encompass 9 floors (tentatively planned for the following floors; 3, 4, 5, 9, 10, 11, 12, 13, and 14) of the building. AV systems will need to be installed on all 9 floors during construction phase of each floor.
The power and telecommunication closets are anticipated to be cooled with the building modernization, however, an alternative would be the utilization of a small server room that is cooled
24/7 on the basement level if that solution would warrant. The building floors currently utilize an old walker-duct system and it is anticipated in the modernization effort to incorporate a raised flooring platform over the existing floor to allow for greater access of power and cabling to workstations and conference rooms. There may be a few conference rooms that are part of the inner core which will remain on the existing flooring and not be part of the raised flooring. This will have to be taken into consideration at the Task Order level to determine how to run the cabling and if core drilling is required to route cabling.
Reclamation does have a secure wireless network for employees in addition to our Local Area Network
(LAN). A guest wireless network does not exist today, however we are anticipating implementing a guest network that does not have access to our network and allows a pass through to the Internet and request the AV contractor to offer as part of the design for how to best create a secure guest wireless network environment.
The system furniture and tables for the conference room for the Denver Office modernization are anticipated to be acquired through another contract already in place with Teknion, however that does not exclude other AV furniture related requirements that might be required on the IDIQ as a whole.
The AV integrator shall coordinate any requirements of cabling, power, millwork, etc.
Currently, existing Video Teleconferencing (VTC) infrastructure is a Polycom system. Our web collaboration tool is Microsoft Skype for Business. Our telephone system is Cisco Voice over Internet
Protocol (VoIP). VoIP endpoints that are not integrated into AV equipment/solutions will be furnished by the Government in the final solution and shall be taken into consideration in the overall design.
Reclamation is dominantly an Apple mobile device organization. Our enterprise email and calendaring solution is Google Apps for Government and it utilizes a two-factor authentication method in accordance to Homeland Security Presidential Directive 12 (HSPD-12).
