SITE VISIT

MEETING AGENDA CONSIDERATIONS

TITLE: Keswick Fish Brail Replacement

DATE OF SITE VISITS: June 9, 10:00 am PST

INTRODUCTION:

The solicitation was posted by the Regional Office, Division of Acquisition who will administrate the project along with the Mid-Pacific Construction Office. This solicitation is a Sealed Bid, Small Business Set-aside. The proposal due date is July 9, 2015 at 2:00 PST. We’ll discuss this later in the site visit.

Presently there is one amendment posted.

1. Amendment No. 1: Changed the point of contract for registering for the site visit from Laurie Larson to Randy Wyatt.

The intent of this site visit in not to read the contract specification, but to show you the site so that you may visually comprehend the scope of the work. You are reminded that you are responsible for abiding by the total specification package. This site visit is not mandatory.

I’ll walk you around the site today so you can collect data for your considerations.

I cannot answer any questions. Please do not ask any Reclamation employees questions on a side-bar. You may fill out the comment / questionnaire and e-mail it to Erik Danger using the information provided on the bottom of the page handed to you, or you may use your own format.

Please have comments/questions to Erik by COB Thursday, June 18, 2015, so that this information can be incorporated into an amendment to the specification.

PURPOSE OF THE WORK

The present system needs upgrades to replace wearing components.

ESTIMATED PRICE RANGE: Between $250 and $500 thousand.

PRINCIPAL COMPONENTS OF WORK

A. Replace existing fish brail structure.

1. Remove and store fish brail entrance structure and controls for re-use.

2. Apply shop coating to fish brail frame.

3. Replace composite grating.

4. Apply field touch up coating to exposed steel on the frame, including bolts.

B. Replace hoist equipment for fish brail hoist including wire ropes, sheaves, sheave brackets and associated equipment, reusing existing anchor bolts currently embedded in concrete.

C. Refurbish fish brail hoist motor, gearbox, drums, and braking system.

D. Prepare fish brail hoist motor, gearbox, drums, and braking system external surfaces and apply coatings.

SECTION 01 14 30

INTERRUPTION OF SERVICES

The Government will close the fish ladder inlet valve to accommodate interruption of services only during the following interval, provided there is a source of water available to the water customers:

Between July 31 and December 25.

The Contractor will be responsible for dewatering the fish brail holding pool and maintaining a dry work environment, including from inlet valve leakage and tailwater elevation rise.

CONTRACT DOCUMENT MANAGEMENT SYSTEM (CDMS)

The contractor shall establish and use a contract document management system capable of generating, storing, tracking, categorizing, and managing contract documents.

SAFETY PERSONNEL

This project requires an onsite safety representative and a safety professional to visit the site at least weekly.

TEMPORARY UTILITIES

There is single phase 110 volts AC at the receptacles.

Non-potable water is available within the powerhouse.

There is compressed air available within the powerhouse.

There is not a telephone line available for the contractor.

The contractor shall provide restroom facilities.

TEMPORARY ATTACHMENTS TO FISH TRAP WALLS

Temporary attachments may be made to concrete walls, but you must obtain the location of embedded conduits, pipes, cables, and ground mat before performing and drilling or cutting of concrete.

The concrete attachments would be removed after use and the concrete repaired.

VEHICULAR ACCESS AND PARKING

Parking spaces in the upper lot will be designated as available to the construction personnel.

Other spaces for lay down and parking to be designated by COR during post award meeting.

Provide additional offsite parking when site space is not adequate.

TRAFFIC CONTROL

There are requirements for road closure on top of the dam which will require notifications and permits from the Shasta County Public Works.

WATER POLLUTION CONTROL

The contractor will have to obtain the 402 wastewater discharge permit.

WIRE ROPE ASSEMBLY

Removal

Prior to removing the wire ropes and equipment, the fish brail is to be blocked in place at the maintenance level.

Remove fish brail hoist equipment for transport to refurbishment shop.

Remove embedded anchor bolt nuts without removing embedded anchor bolts.

Embedded anchor bolts shall be reused.

Installation

Furnish and install wire rope assembly on the existing embedded anchors.

SECTION 06 74 00

COMPOSITE GRATING

The contractor shall furnish and install composite grating.

FISH BRAIL SEALS

The contractor shall furnish and install fish brail seals.

SECTION 09 96 20

COATINGS

There are coating requirements as noted in the tabulations.

Items include;

o Structural steel for fish brail o Fasteners and brackets o Gear boxes, motors and brake housings o Sheave brackets and blocks

SECTION 13 34 23

FISH BRAIL FRAME

Execution: Removal o Remove and store for reuse, the brail canopy and the brail entrance, including the pneumatic system equipment.

o Remove exiting fish brail in accordance with 01 54 00.

Execution: Installation o Assemble, install and test the fish brail system as specified.

SECTION 26 25 13

HOIST MOTOR

Remove, refurbish and reinstall the Fish Brail motor.

SECTION 41 22 43

HOIST MECHANICAL EQUIPMENT

Refurbish and test brail hoist equipment, including the gearbox, drums and braking system.

SECTION F: DELIVERIES OR PERFORMANCE

Page F-1: Liquidated Damages are $1,600 per day.
