About this file

This is a Change Order Notice issued by the State of Illinois Chief Procurement Office for General Services (CPO-GS) for the Department of Innovation and Technology (DoIT). The change order amends the original sole source procurement 24-448DOIT-INFOT-P-67909:0, which involved a perpetual license for Z14 mainframe capacity. The primary scope change involves migrating from the Z16 mainframe to the Z17 mainframe and increasing the licensed capacity to support the new hardware platform. The Measured Storage Units (MSUs) have increased from 424 MSUs to 680 MSUs to accommodate the expanded requirements on the Z17 system. This change order notice is being posted for a 14-day public review period on the Bulletin/BidBuy, as mandated for change orders exceeding $25,000 in value.

The change order is valued at $302,995.00, which exceeds the $25,000 threshold requiring formal notification and public posting. The cost increase is directly attributable to the increased MSU capacity and the migration to the updated Z17 mainframe platform. The original contract was structured as a sole source procurement with a fixed perpetual license value. According to Section 33E-9 of the Criminal Code and the referenced procurement regulations, the circumstances necessitating this change order are germane to the original contract, as the migration and capacity expansion represent necessary adjustments to the existing licensing arrangement rather than a fundamental alteration of the procurement's original intent.

This Change Order Notice provides detail as to why the change order is needed and, pursuant to Section 33E-9 of the Criminal Code, that the circumstances said to necessitate the change in performance were not reasonably foreseeable at the time the contract was signed or the change is germane to the original contract as signed. Change orders are defined by Section 1-15.12 of the Procurement Code and Section 1.2067 of the CPO-GS' Administrative Rules.

ProcurementTitle: Sole Source Change Order Notice - Add license capacity
BBREFNO.: 26-448DOIT-INFOT-R-336228
thedetails: The original contract 24-448DOIT-INFOT-P-67909:0 was completed as a Sole Source with a fixed value on the Z14 mainframe as a perpetual license. The scope of the contract is not changing aside from the increased quantity and migration to the Z17.

This change of $302,995.00 exceeds the threshold for a formal change order ($25k). The MSU's have increased from 424 MSUs to 680 MSUs with a migration to the Z17 which has increased the cost and a need for the change order. This is shown on the addendum.
