About this file
This is a Change Order Justification Form filed by the State of Illinois Department of Innovation and Technology (DoIT) to amend the original Sole Source Procurement 24-448DOIT-INFOT-P-67909:0. The change order addresses the migration of SYSB-II software and its perpetual license from the Z16 mainframe to the Z17 mainframe server, which will also accommodate an increase in data capacity. The SYSB-II software is utilized daily by the Department of Human Services (DHS), Central Management Services (CMS), and Department of Employment Services (DES) to initiate CICS applications, disable VSAM files, and manage CICS transactions. These agencies rely on SYSB-II to submit batch jobs via CA Scheduler or manual submission by Production Control and applications programming staff to manage hundreds of VSAM files and multiple transactions across their operations.
The amendment represents a cost-effective approach to maintain the existing perpetual license arrangement rather than transitioning to a subscription-based model, which would increase expenses and typically require cloud-based infrastructure. The Z17 mainframe operates more efficiently than the Z16, utilizing only 578 MSUs compared to 616 MSUs, resulting in long-term operational savings. DoIT will continue procuring necessary license maintenance and support through this amendment to ensure software availability and system functionality. The justification emphasizes that failure to complete the migration would result in ongoing higher MSU costs and potential downtime expenses estimated at $476,000 per incident by the Ponemon Institute, making the proposed amendment the optimal procurement strategy for the State of Illinois.

Impact if Project is Not Completed V.19.1
Text1: This procurement is to amend the original Sole Source Procurement 24-448DOIT-INFOT-P-67909:0. A migration from the Z16 mainframe to the Z17 mainframe is needed and the perpetual licesence that was procured for the Z16 mainframe needs to be migrated to the Z17 mainframe, this also adds an increase in data. This software is used by state agencies to start CICS applications, disable VSAM files, and disable CICS transactions. Currently Department of Human Services (DHS), Central Management Services (CMS), and Department of Employment Services (DES) use it on a daily basis. DHS, CMS, and DES mainly use SYSB II software to bring up CICS applications by submitting JCL in a batch job. This batch job is submitted via CA Scheduler jobs or submitted manually by Production Control or applications programming staff. All these agencies have several transactions and hundreds of VSAM files, a manual process without SYSB II software is not feasible.
Text2: This is already an existing contract that the State of Illinois is utilizing. The best possible price is upgrade to the Z17 mainframe server to save the State of Illinois money and transfer the perpetual licenses to the the Z17 mainframe server. The SYSB-II is a perpetual license that DoIT holds. This is more cost effective way to pay for the Maintenance and have it connected to the Mainframe then to have a subscription method. A subscription method gives the user flexibility at the expense of increased cost and is usually housed in a cloud enviroment.
Text3: This is already an existing contract that the State of Illinois is utilizing. By utilizing a and amending a preexisting contract is more economical for the State of Illinois. The SYSB-II is a perpetual license that DoIT holds. This is more cost effective way to pay for the Maintenance and have it connected to the Mainframe then to have a subscription method. A subscription method gives the user flexibility at the expense of increased cost and is usually housed in a cloud format. Until such time as the State determines this software is no longer effective or necessary, Department of Innovation and Technology (DoIT) will need to continue to procure the necessary license which includes maintenance and support to ensure the software is available and functions efficiently. If a migration to another service were to occur, then downtime would occur. The Ponemon Institute estimated that it could cost as much as $476,000.00 per incident for the downtime.
Text4: If this project is not completed by moving SYSB-II from the Z16 Mainframe to the Z17 mainframe, the DoIT and the State of Illinois will be paying for an increase in MSUs. The Z16 utilizes 616 MSUs, where as the more efficient Z17 mainframe utilizes only 578 MSUs. The conversion to the Z17 is overall more efficient on a newer mainframe and it is also less expensive over a period of time. Converting to an alternative suite of mainframe applications is not a consideration at this time.
