About this file
This is a Questions and Answers document issued by the Department of Human Services (DHS) Chester Mental Health facility in response to a Medical Director Bid Solicitation numbered B-53671. The document clarifies contractual requirements and responsibilities between Chester Mental Health and potential vendors responding to the solicitation.
The document addresses key operational and administrative responsibilities regarding the Medical Director position. It clarifies that malpractice insurance, transportation, and lodging expenses can be provided by either the individual Medical Director or a staffing company, contingent upon who submits the bid. Similarly, invoice submission can be handled by either party. The document confirms that Chester Mental Health retains responsibility for training, day-to-day supervision, and performance management of on-site personnel, while vendors are responsible for supplying credentialed and qualified providers and for immediately reassigning any individual who fails to meet contract performance standards. These clarifications establish the division of responsibilities between the facility and vendors in accordance with Section 4.25.3 of the underlying contract, which requires all services be performed by trained and competent personnel.
