About this file

This document is a Questions and Answers addendum to an open market bid solicitation (27-588IEMA-MGMTA-B-53216) issued by the State of Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) for First Aid Supply and Maintenance services. The Q&A clarifies terms and requirements outlined in the original bid solicitation and its associated Scope of Work.

The contract encompasses the provision and maintenance of first aid supplies and automated external defibrillators (AEDs) across four IEMA-OHS facilities in Springfield, Illinois. Services include quarterly delivery of first aid supplies and monthly AED inspections performed directly by the awarded vendor. The solicitation requests either Zoll AED Plus or Zoll AED 3 units and standard AED pads/electrodes on an as-needed basis throughout the contract term. First aid kits are available in two configurations: empty kits and fully stocked kits. The contract specifies 48 AED inspections and 32 first aid kit services per year across the three-year contract term, though actual quantities may vary based on coordination between the IEMA-OHS contract manager and the vendor. The contract will be awarded to the vendor submitting the lowest bid, with no leased AED units accepted as alternatives.

1. Question: For the line item “Zoll AED,” can you please confirm whether the State requires the Zoll AED Plus or the Zoll AED 3?

Answer: Either model will work for the Agency’s needs. Please keep in mind that the contract will be awarded to the vendor with the lowest bid

2. Question: “AED Paddles 4.4” Line Item – Can you clarify whether this refers to hospital-style AED paddles, or standard AED pads/electrodes used with portable AED units?

Answer: standard AED pads/electrodes used with portable AED units. This line item has been updated to reflect the correct equipment.

3. Question: The solicitation lists AED units in Years 1, 2, and 3. Can you confirm whether the AED units are only required in Year 1, and Years 2 and 3 are intended for consumables, replacements, and service?

Answer: AED units would be ordered on an “as needed” basis at anytime throughout the contract term. The Agency currently has AEDs that will need monthly inspection upon contract execution. No leased AEDs will be accepted as an alternative.

4. Question: Can you confirm how the State intends to place orders?

Answer: The vendor will work with the Agency contact to schedule services at the different locations. First Aid Supply will be provided on a quarterly basis and AED inspections on a monthly basis. The Agency contact may alter the frequency of services as needed.

5. Question: Where will the monthly AED inspections take place? Are all locations under one Agency?
