About this file

The document is a Questions and Answers (Q&A) file for Solicitation Number 25-482DPH-PROCU-B-46450, issued by the Illinois Department of Public Health (IDPH) for a Stockpile Warehouse Procurement. The procurement involves a comprehensive medical logistics and asset coordination services contract for the Strategic National Stockpile (SNS) program, requiring a 20,000 square foot secured warehouse facility with additional 5,000 square feet of operating space and 40,000 square feet for Receipt, Storage, and Staging (RSS) operations. The solicitation requires electronic bid submissions through BidBuy by April 1, 2025, with bids remaining firm for 180 days after opening. The initial contract term is five years, with potential renewals up to a total of ten years through one-year extensions or combinations of two and three-year renewals.

The procurement includes a significant Business Enterprise Program (BEP) goal of 25% for businesses owned by minorities, women, and persons with disabilities, with a 0% Veteran Small Business participation goal. The vendor must provide refrigerated storage, demonstrate the ability to rapidly distribute emergency medical countermeasures within 48 hours, and manage a stockpile including 449 ventilators, pharmaceuticals, and personal protective equipment. The contract requires strict compliance with federal and state regulations, including HIPAA, FDA, and Department of Health and Human Services standards. Evaluation criteria will focus on vendor responsibility, responsiveness, and price, with the intent to award to the lowest-priced, responsive, and responsible bidder. The state reserves the right to reject any or all bids and may engage in contract negotiations.

Vendor Questions for Stockpile Warehouse Procurement (25-482DPH-PROCU-B-46450) Question 1: Is refrigerated storage required for the stockpile warehouse?

Answer 1: Yes Question 2: Is the vendor responsible for the delivery of stored items?

Answer 2: Deliveries will be from stored items, but not all items require delivery. The primary purpose is storage and to allow for a location for IDPH to respond to public health crises from the warehouse location. Deliveries will come from the Department of Public Health on an as-needed basis. These deliveries will consist of delivering medical supplies to health facilities across the state if IDPH’s inventory allows IDPH to assist them.

Question 3: Where will orders for delivery come from, and how will the vendor receive them?

Answer 3: See response to question 2.
