About this file
This document is a Q&A Responses file for Solicitation No. 5400024117, External Quality Reviews, issued by the South Carolina Department of Health and Human Services (SCDHHS). The solicitation seeks an External Quality Review Organization (EQRO) contractor to conduct comprehensive quality reviews of managed care organizations (MCOs), Integrated Managed Care Plans, and Medically Complex Children's Waiver entities. Primary responsibilities include validating performance improvement projects and performance measures for MCOs only, conducting annual quality-of-care studies using HEDIS-specific criteria, performing service access studies, conducting medical record surveys of denied services, performing on-site reviews of contract compliance, and producing detailed technical reports for each MCO and Integrated Managed Care Plan. The contractor must also conduct readiness reviews only when new health plans enter the market and will be notified by SCDHHS when required. Key personnel requirements include a full-time Physician Consultant and full-time Contract Manager. Multiple amendments clarified scope requirements, particularly removing optional activities related to encounter data validation, consumer/provider survey administration, encounter data validation for Integrated Managed Care Plans, and activities specific to Demonstration Years for Integrated Managed Care Plans.
The current contract period runs from August 8, 2019, through the date the new contractor becomes fully operational, with the current fiscal year (July 1, 2022 through June 30, 2023) purchase order amount of $700,000. SCDHHS stated there is no projected budget or budget range for the new contract. In-state vendor preferences do not apply to this solicitation. The contractor may leverage completed HEDIS Roadmaps, Final Audit Reports, and Interactive Data Submission System (IDSS) files from HEDIS compliance audits when available and is not required to conduct independent HEDIS compliance audits. The solicitation requires separate submission of Technical Proposals and Price-Business Proposals as distinct documents uploaded online, with file attachments larger than 10 MB to be uploaded as separate files. Offerors must submit required certifications and forms including HIPAA Business Associate Agreement, Organizational Conflict of Interest Disclosure, and Certification for Contracts, Grants, Loans and Cooperative Agreements. Performance measures to be validated are not identified as administrative versus hybrid measures, and specific measure lists and sample sizes for various studies are referenced in Amendment 3 of the solicitation.
