About this file

This is a Question and Answer Addendum document for Rhode Island Department of Elementary and Secondary Education (RIDE) Solicitation RFP27006903, which seeks proposals from accredited higher education institutions to develop and implement a School Psychologist Pipeline Program. The initiative aims to expand and diversify the school psychologist workforce, address current shortages, and strengthen mental and behavioral health supports across K-12 schools. The vendor question and answer period ran through August 25, 2026 at 2:00 PM EDT, with proposal submissions due September 8, 2026 at 2:00 PM EDT. The initial contract period begins approximately September 2026 and extends through December 31, 2029, with renewal possible for up to one additional 12-month period based on performance and fund availability. The collaboration period for vendor questions closed on August 25, 2026.

Key clarifications provided in the addendum address proposal formatting and cost requirements. The Technical Proposal narrative is limited to 12 pages in 12-point Times New Roman font, single-spaced with 1-inch margins, while appendices, resumes, the Supplemental Bidder Attestation Form, ISBE materials, and cost proposals are submitted separately and do not count toward the page limit. All vendors must submit the Supplemental Bidder Attestation Form as a separate file. The approved indirect cost rate established for this federal grant is 13.5%, which vendors must use in their cost proposals rather than their institution's established rate. RIDE will provide a budget template for vendors to use in preparing their cost proposals. Funding derives from the United States Department of Education's School Based Mental Health Services Program, with pricing structured as firm and fixed, where the lowest-cost proposal receives 100 cost points and all others are scored proportionally.

Required forms:

Could you please confirm how many pages may be included in the proposal and whether the page limit includes the Supplemental

Bidder Attestation Form? Since our organization is not an ISBE, I assume that we do not need to submit the forms specific to

ISBEs, but I would appreciate confirmation.

The 12-page limit applies to the narrative portion of the Technical Proposal only. The

Supplemental Bidder Attestation Form, appendices, resumes, budget/cost proposal, and other required forms are separate and do not count toward the 12-page narrative limit.

The Supplemental Bidder Attestation Form is required of all vendors and must be submitted as a separate file with the Technical

Proposal.

Appendix A:

When navigating the site, I see that Appendix

A is listed as being available under the

“Overview” link. However, I have been unable to locate it. Could you please let me know where I can access Appendix A?

Appendix A is the Supplemental Bidder

Attestation Form. It is listed as a separate solicitation document titled “Supplemental

Bidder Attestation - 12-01-2025.pdf.”

Indirect costs:

As part of the federal grant that RIDE applied for, was a specific indirect cost rate established (for example, 8% for a training grant)? Alternatively, does RIDE have a required indirect cost rate that we should use instead of the college’s established rate? Or do indirect cost not apply in this situation?

RIDE’s approved indirect cost rate for this grant is 13.5%. Vendors should use the

13.5% indirect cost rate when developing their cost proposal rather than their institution’s established indirect cost rate.

RIDE will also provide a budget template for vendors to use in preparing their cost proposals.

Technical Proposal page limit:

On page 2, under “Technical Proposal,” the

RFP indicates a limit of 6 pages, excluding appendices, resumes, etc. However, on page

3, it states that the “Narrative” should be no longer than 12 typed pages. Could you please clarify the applicable page limit and any formatting requirements, including font size and spacing? Are smaller font sizes permitted for appendices and tables? Does the cost proposal count in the page limits?

The applicable limit is 12 pages for the

Technical Proposal narrative. The narrative should be formatted in 12-point Times New

Roman font, single-spaced, with 1-inch margins on 8.5" x 11" paper. Smaller font sizes should not be used for tables or appendices unless a required form or template provides its own formatting.

The 12-page limit applies only to the narrative. Appendices, resumes, the

Supplemental Bidder Attestation Form, ISBE materials, and the Cost Proposal are separate and do not count toward the 12-page narrative limit. The Cost Proposal should be submitted as a separate file in accordance with the solicitation instructions.
