About this file
This is a Questions and Answers document for the New York State Office of Addiction Services and Supports (OASAS) related to Discretionary 26016 Salesforce Advisory Services procurement. The document addresses inquiries submitted by vendors regarding the scope of work, eligibility requirements, and service delivery parameters for the Salesforce implementation advisory services contract. OASAS is seeking a vendor to provide twelve months of advisory services beginning four weeks after contract execution, with the engagement including a Chief Technology Officer focused on platform architecture, a Chief Technology Officer focused on data, a Solution Architect, and an Engagement Manager. The scope encompasses security and architecture guidance, configuration and testing oversight, data governance, governance-structure consulting, policy development, roles-and-responsibilities definition, intake-process design, architecture optimization, DevOps strategy, program management, data stewardship, and compliance alignment. Proposals were due August 14, 2026, with no formal question and answer period, though vendors may submit inquiries to oasasprocurements@oasas.ny.gov with responses expected within two business days.
The procurement is structured on a time-and-materials basis with estimated annual rates and budgeted hours per resource type, subject to a not-to-exceed project fee, with estimated travel and related expenses of $25,000. The contract opportunity is limited to businesses certified as Minority and Women-Owned Business Enterprises (MWBE) or Service-Disabled Veteran-Owned Businesses (SDVOB) under New York State law, and vendors must be authorized Salesforce distributors or resellers—both serving as hard eligibility gates. The engagement includes 200 courtesy hours of Salesforce Chief Technology Officer expertise at no charge, expiring upon engagement conclusion and non-transferable. OASAS will evaluate proposals on best value, considering vendor qualifications and experience, demonstrated understanding of the scope, proposed technical approach, ability to meet the required timeframe, and proposed cost. A prior award to Currier, McCabe and Associates, Inc. dba CMA Consulting Services for an identical or substantially similar contract has been noted, with the discretionary purchase authority capped at $1.5 million under State Finance Law 163(6).

Discretionary-26016 Salesforce Advisory Services- Q & A
Resources / Staffing:
1. Should vendors propose against the same resource mix and hours shown in the sample SOW (CTO–Architecture, CTO–Data, Solution Architect, Engagement Manager), or can staffing be restructured?
Please submit proposals with the resources shown in the sample of work.
2. Are there minimum certifications or experience levels required for proposed resources?
This solicitation is to secure expert advisory services from Salesforce Professional Services. This credential must be demonstrated within the proposal submitted by all potential vendors. Resumes for proposed candidates, along with references should also be included. Substitute candidates will not be permitted over the course of the agreement.
3. Are named individuals required in the proposal, or are role profiles sufficient? Names of the resources should be submitted with the proposal.
No substitution of staff proposed will be allowed during the course of the engagement without prior approval from OASAS.
The SOW should spell out the substitution process itself - written request, a minimum notice period (e.g., 15 business days), and a requirement that any replacement resource meet or exceed the certifications/experience of the person being replaced, subject to OASAS approval.
4. Is fully remote delivery acceptable, or is on-site presence expected?
At least 50% on-site is expected.
5. Are all bidders expected to include no-cost "Courtesy Hours," or is that specific to the sample SOW?
Courtesy hours are expected to be provided by the selected vendor as per the SOW.
Interview / Discovery Process:
6. Will OASAS hold vendor interviews or presentations before award, and if so, when?
OASAS will review proposals and schedule interviews and presentations as needed.
The exact timeline is not known, as the number of proposals to be reviewed is not known at this time.
7. Is a discovery phase required as a separate, priced deliverable, or should it be included within the proposed resource hours?
The discovery phase should be included within the proposed resource hours.
Selection Criteria:
8. Can OASAS share the weighting or scoring used across qualifications, technical approach, timeline, and cost?
As this is a discretionary MWBE/SDVOB purchase, the bids will not be scored per the RFP model. Individual bids and qualifications, along with the overall proposal will be assessed by OASAS.
9. Is a transition/knowledge-transfer plan from the incumbent (CMA Consulting Services) expected?
TBD pending the outcome and vendor selected for this award. The SOW should mandate a minimum knowledge-transfer period or documented hand-off deliverables from the incumbent to avoid a service gap
10. Is proof of Salesforce distributor/reseller status required at submission, or is a written attestation sufficient?
This solicitation is to secure expert advisory services from Salesforce Professional Services. This credential must be demonstrated within the proposal submitted by all potential vendors. Resumes for proposed candidates, along with references should also be included. Substitute candidates will not be permitted over the course of the agreement.
11. Must MWBE/SDVOB certification documents be included in the submission itself?
No, certification documents are not necessary in the submission, as OASAS will verify certification with either Empire State Development (MWBE) or OGS (SDVOB).
Scope / Commercial:
12. Is the attached SOW a sample only, or should vendors quote against its exact structure?
Vendors must quote against the exact structure, roles, and hours in the sample SOW, with any proposed deviations flagged and justified in the proposal.
13. Does OASAS require T&M pricing with a not-to-exceed cap, or is fixed-price acceptable?
T&M Pricing as per the sample SOW.
14. Should vendors submit their own T&E estimate, or assume minimal travel given remote delivery?
“T&E” means all travel-related and other expenses, including but not limited to transportation, mileage, and reasonable out-of-pocket expenses, incurred by SFDC in connection with the Professional Services. T&E is currently estimated at $25,000. SFDC will receive written approval (email acceptable) prior to traveling in connection with Professional Services.
15. Can rates be locked for a term beyond 12 months, or is renewal pricing out of scope?
Renewal Pricing is out of scope.
Submission Logistics:
16. Beyond the Scope of Work and Quote, should resumes, references, or certifications be included?
This solicitation is to secure expert advisory services from Salesforce Professional Services. This credential must be demonstrated within the proposal submitted by all potential vendors. Resumes for proposed candidates, along with references should also be included. Substitute candidates will not be permitted over the course of the agreement.
17. Should the SOW and Quote be submitted as one combined PDF or as separate files?
One file is preferred, but two would also be acceptable.
