About this file

This is a follow-up Q&A document for a discretionary procurement issued by the New York State Office of Addiction Services and Supports (OASAS) concerning Salesforce advisory services. The procurement seeks implementation advisory services for Salesforce products under discretionary authority with a budget ceiling of $1.5 million. The engagement requires a twelve-month term of advisory services beginning four weeks after contract execution, with staffing consisting of a Chief Technology Officer focused on platform architecture, a Chief Technology Officer focused on data, a Solution Architect, and an Engagement Manager. Services encompass security and architecture guidance, configuration and testing oversight, data governance, governance-structure consulting, policy development, roles-and-responsibilities definition, intake-process design, architecture optimization, DevOps strategy, program management, data stewardship, and compliance alignment. Proposals are due August 14, 2026, and services will be delivered virtually unless otherwise agreed.

Eligibility for this procurement is strictly limited to businesses certified as Minority and Women-Owned Business Enterprises (MWBE) or Service-Disabled Veteran-Owned Businesses (SDVOB) under New York State law that are also authorized Salesforce distributors or resellers—both requirements serve as hard eligibility gates. The engagement is structured on a time-and-materials basis with estimated annual rates and budgeted hours per resource type, subject to a not-to-exceed project fee, with estimated travel and related expenses of $25,000. The scope includes 200 courtesy hours of Salesforce Chief Technology Officer expertise provided at no charge. OASAS will evaluate proposals on best value, considering vendor qualifications and experience, demonstrated understanding of the scope, proposed technical approach, ability to meet the required timeframe, and proposed cost. A prior award to Currier, McCabe and Associates, Inc. dba CMA Consulting Services for an identical or substantially similar contract was made within the past five years.

Discretionary-26016 Salesforce Advisory Services-Follow up Questions:

1. Given that this solicitation requires demonstrated Salesforce Professional Services advisory credentials and named, resume-backed resources (per Q2, Q10, and Q16 of the Q&A), would OASAS accept a proposal where the prime vendor teams with, or subcontracts, an authorized Salesforce Professional Services partner to provide the named CTO-Architecture, CTO-Data, Solution Architect, and Engagement Manager resources -provided the subcontracted resources meet all stated credential, resume, and reference requirements?

Response: The legal entity who is applying for this opportunity must be a NYS Certified MWBE or SDVOB and an authorized Salesforce Distributor or Reseller.

2. Does OASAS expect the MWBE/SDVOB prime vendor itself to hold "Salesforce Professional Services" partner credentials?

Response: The legal entity who is applying for this opportunity must be a NYS Certified MWBE or SDVOB and an authorized Salesforce Distributor or Reseller.

3. Would a MWBE with Salesforce reseller credentials and their own Salesforce-certified staff qualify to be considered for this bid?

Response: The legal entity who is applying for this opportunity must be a NYS Certified MWBE or SDVOB and an authorized Salesforce Distributor or Reseller.
