About this file

This document is a follow-up Q&A response issued by the New York State Office of Addiction Services and Supports (OASAS) regarding Discretionary-26016 Salesforce Advisory Services. The procurement seeks Salesforce implementation advisory services with a contract value up to $1.5 million and proposals due August 14, 2026. OASAS requires that services described in Sections 2.1 and 2.2 of the Scope of Work be delivered specifically through Salesforce Professional Services, either by their employees or subcontractors engaged and managed by Salesforce. Vendors must submit resumes for proposed candidates along with references and demonstrate Salesforce Professional Services credentials within their proposals. All services under this engagement are expected to be delivered on-site and/or remotely as deemed appropriate, with expectations of travel to Albany and New York City throughout the engagement as planned at award. The twelve-month engagement begins four weeks after contract execution and includes roles for a Chief Technology Officer focused on platform architecture, a Chief Technology Officer focused on data, a Solution Architect, and an Engagement Manager.

Pricing for the engagement is structured on a time-and-materials basis with estimated annual rates and budgeted hours per resource type, subject to a not-to-exceed project fee. Estimated travel and related expenses are capped at $25,000 for the entire engagement; however, additional onsite travel requested by OASAS may increase this amount through an approved Change Order, which must be obtained before vendors continue with additional work that would cause resource hours or travel and expense costs to exceed the estimated amount. The solicitation is restricted to businesses certified as Minority and Women-Owned Business Enterprises (MWBE) or Service-Disabled Veteran-Owned Businesses (SDVOB), and vendors must be authorized Salesforce distributors or resellers—both are hard eligibility requirements. MWBE/SDVOB certification documents are not required in the submission as OASAS will verify certifications with Empire State Development or the Office of General Services. A prior award to Currier, McCabe and Associates, Inc. dba CMA Consulting Services for an identical or substantially similar contract is noted.

Discretionary-26016 Salesforce Advisory Services- Follow Up Questions:

1. Subcontracting and Service Delivery

Sections 2.1 and 2.2 of the draft SOW indicate that certain services will be provided by Salesforce (SFDC) personnel.

Does OASAS require these services to be delivered specifically through Salesforce Professional Services, or may Amberstone provide the services using qualified resources from its Salesforce professional services partner/subcontractor?

OASAS requires that the services described in Sections 2.1 and 2.2 be delivered specifically through Salesforce Professional Services (SFDC), either by their employees or by subcontractors engaged and managed by SFDC.

2. Proposal Submission Requirements

In addition to the completed SOW and Quote, are there any other documents that must be submitted with the proposal?

For example, does OASAS require resumes, Salesforce certifications, MWBE certification, or proof of Salesforce reseller status?

This solicitation is to secure expert advisory services from Salesforce Professional Services. This credential must be demonstrated within the proposal submitted by all potential vendors. Resumes for proposed candidates, along with references should also be included.

No, MWBE/SDVOB certification documents are not necessary in the submission, as OASAS will verify certification with either Empire State Development (MWBE) or OGS

(SDVOB).

3. Travel and Other Expenses

Section 3.2.1 states that a Change Order is required if the estimated project fees are exceeded.

If additional work requested by OASAS causes the resource hours or travel and expense (T&E) costs to exceed the estimated amount, what is the process for obtaining approval for the additional costs? Should a Change Order be approved before the vendor continues the additional work?

A Change Order should be approved before the vendor continues with any additional work that would cause resource hours or T&E to exceed the estimated amount.

4. Resumes and Certifications

Are vendors required to submit resumes and Salesforce certifications for the proposed personnel with the proposal, or can the specific resources and their qualifications be finalized after contract award?

This solicitation is to secure expert advisory services from Salesforce Professional Services. This credential must be demonstrated within the proposal submitted by all potential vendors. Resumes for proposed candidates, along with references should also be included.

5. Service Delivery Mode – Virtual vs. Onsite

Section 4.1, Customer Resource Requirements, under Coordination and Location of Services, indicates that the services will be delivered virtually.

Can OASAS please confirm that all services under this engagement are expected to be delivered remotely/virtually?

All services under this engagement are expected to be delivered on-site/remotely/ as deemed appropriate.

Expectations of travel to Albany and NYC will be required throughout engagement as planned at award.

If any onsite services are required, please confirm whether the T&E budget is capped at $25,000 for the entire engagement or whether this amount may be increased through an approved Change Order if additional onsite travel is requested by OASAS.

A Change Order should be approved before the vendor continues with any additional work that would cause resource hours or T&E to exceed the estimated amount.
