About this file
This performance work statement outlines engineering services required for the B-2 Fuel Vent Valve. Key details include developing seven prototypes of the valve assembly and testing them to qualify for use. The contractor must also deliver an updated technical data package and validate the technical order for the valve. The period of performance is 36 months at Tinker Air Force Base, Oklahoma for the Department of the Air Force Materiel Command. This is a sole source requirement for Northrop Grumman Systems Corporation to provide these engineering services in support of sustaining the B-2 aircraft.

1 INTRODUCTION
1.1 Purpose
The purpose of this project is to manufacture and test prototypes of components of the Fuel Vent Valve Assembly, part number (P/N) 2880001-105, that have been identified and logistically procurable configurations have been developed through previous Consolidated Sustainment Activity Group (CSAG) projects 4172 and 4406. These components will be Form, Fit and Functionally (F3) equivalent with the current version. Qualified piece parts from this effort must work within the current configuration of Fuel Vent Valve Assembly, part number (P/N) 2880001-105. The project will include development and manufacture and delivery of seven prototypes line replaceable units (LRUs), validation/verification of Technical Order (TO) 6J15-3-172-3, and the final Technical Data Package (TDP). This project is to be completed in alignment with the obsolescence study and solution analysis detailed in CSAG Contracts FA8118-19-C-0013 and FA8118-20-C-0008.
1.2 Scope
The scope of this Performance Work Statement (PWS) includes implementation of the final obsolescent resolutions identified in CSAG project 4172 and 4406 in order to prototype and test Line Replaceable units based on the updated Technical Data Package and to become fully qualified. Qualification of these LRUs will enable a new buy for end item spares replenishment, and full overhaul of assets. The contractor shall build seven complete Fuel Vent Valve assemblies, P/N 2880001-105. This project shall follow the guidelines set in Contract FA8118-19-C-0013. Each prototype LRU will be used to demonstrate supportability of the current Fuel Vent Valve design. One prototype LRU can be used for destructive testing.
The Contractor shall also deliver a fully validated/verified TO 6J15-3-172-3 and the TDP.
1.3 Background
The B-2 Fuel Vent is a device that functions as a pressure control to limit both positive and negative pressure differentials encountered during ascent or descent by a closed vent fuel tank. The Fuel Vent is listed under P/N: 2880001-105 and national stock number (NSN: 4810- 01-380-9046,).
The Fuel Vent consists of dual five-inch diameter butterfly valves. Each value is independently controlled by a transducer/controller/motor combination. When the valve is commanded, each controller sets the vane angle of the valve it controls, independently of the other control unit.
The two independent differential pressure transducers share a common pressure port in the top of the valve. The other port is remote from the valve and extends from the valve to the fuel surge tank. Each vane in the valve is controlled by a separate actuator and controller circuit board. Power is supplied by two independent sources and the vent control valve operates on 28 Volts Direct Current (VDC). It maintains pressures at 5.5 to 6.0 psi positive and 0.7 to 1.2 psi negative.
The Fuel Vent is arranged as a top level Valve Assembly with two primary subassembly modules, the Actuator Assembly and a Circuit Board Assembly.
The Valve Assembly also contains other minor assemblies including the Transducer Assembly

and a Flexible Wiring Assembly. Numerous parts on the unit have nuclear hardness requirements.

Under this PWS, the Contractor shall conduct qualification testing for piece parts that have been identified under contract FA8118- 19-C-0013 and FA8118-20-C-0008 impacting end item new buy spares replenishment and overhaul/repair. The contractor will also conduct qualification testing on complete Fuel Vent Valve assemblies, P/N 2880001-105, that have been manufactured with resolved piece parts.
The updated piece part configurations shall maintain F3 replacement with the current piece part configurations, and as such, the Fuel Vent Valve shall also remain F3 equivalent. Any changes to the original specifications must be submitted to the Government in writing and approved in writing by the Government. Obsolescence resolution shall be implemented in the following order of preference, unless there are mitigating circumstances:
a) Logistics piece part substitution – where the substitute piece part has already been approved as an acceptable replacement part.
b) Engineering piece part substitution – where approved substitute piece part has not been approved and engineering assessment and approval is required to identify and qualify the replacement piece part.
c) Next Higher Assembly (NHA) redesign (i.e. Shop Replaceable Unit [SRU] redesign) – where the complexity and/or volume of individual piece part substitution are cost prohibitive and redesign of the NHA is therefore preferred.
Classified data created under this task shall be IAW DoD 5220.22-M and B-2 classified procedures and delivered through an appropriate B-2 classified channel.
