THIS IS A COST PLUS FIXED FEE TYPE CONTRACT FOR THIS ENGINEERING SUPPORT SERVICES EFFORT
(a) The purpose of this project is to manufacture and test prototypes of components of the Fuel Vent Valve Assembly, part number (P/N) 2880001‐105, that have been identified and logistically procurable configurations have been developed through previous Consolidated Sustainment Activity Group (CSAG) projects 4172 and 4406. These components will be Form, Fit and Functionally (F3) equivalent with the current version. Qualified piece parts from this effort must work within the current configuration of Fuel Vent Valve Assembly, part number (P/N) 2880001‐105. The project will include development and manufacture and delivery of seven prototypes line replaceable units (LRUs), validation/verification of Technical Order (TO) 6J15‐3‐172‐3, and the final Technical Data Package (TDP). This project is to be completed in alignment with the obsolescence study and solution analysis detailed in CSAG Contracts FA8118‐19‐C‐0013 and FA8118‐20‐C‐0008.
This project shall also follow the guidelines set forth in Contract FA8118‐19‐C‐0013 and FA811820C0008.
FA8118‐19‐C‐0013 PWS Scope (Phase I): The contractor shall provide engineering services to determine the obsolescence resolutions necessary for full supportability of the Fuel Vent. This effort includes identification of the full Bill of Material (BOM), support equipment, and documentation needed to produce additional spare Fuel Vent Control Valves. It includes identification of piece parts obsolescence and projected near‐term obsolescence, clarification of applicable qualification requirements (e.g., TEMPEST, Cyber Security, etc.), analysis of specifications revision applicability, development of a revised a procurement specification (P‐Spec) if needed, and a solution for each obsolete part or next higher assembly. The scope also includes Analysis of Alternatives (AoA) meeting, follow on buy with an NRE cost estimation, Parts Testing, a Test and Evaluation Program Plan (TEPP), System Requirements Technical Interchange Meeting (TIM), a Program Management Plan (PMP) inclusive of Integrated Master Schedule (IMS), and a draft Technical Data Package (TDP).
FA8118‐20‐C‐0008 PWS (Scope Phase II): The contractor shall provide engineering support services for non‐commercial engineering services to resolve known and anticipated obsolescence issues related to the B‐2 aircraft Fuel Vent Control Valve.
This includes identified obsolescent piece parts that are impacting end item spares replenishment new buy and asset overhaul.
The contractor shall develop and deliver three (3) prototypes of each identified obsolete piece part associated with the Fuel Vent Valve, National Stock Number (NSN) 4810‐01‐380‐9046FW, to include but not limited to the six (6) piece parts identified and miscellaneous integrated circuits, cables, and connectors. Each prototype asset will demonstrate supportability of the current Fuel Vent Valve design. The Contractor shall also deliver updates to Technical Order (T.O.) 6J15‐3‐172‐3 and Technical Data Package.
(b) This Engineering Support Services effort is sole sourced to Northrop Grumann Systems Corporation, (CAGE 5FVX5). The Government physically does not have in its possession sufficient, accurate, or legible data to work this effort from any other than the current Original Equipment Manufacturer (OEM) source. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
(c) Applicable Technical Orders apply.
(d) Clause 52.222‐2 Payment for Overtime Premiums will be zero.

(2) DoD is unable to receive a payment request or provide acceptance in electronic form;
(3) The Contracting Officer administering the contract for payment has determined, in writing, that electronic submission would be unduly burdensome to the Contractor. In such cases, the Contractor shall include a copy of the Contracting Officer’s determination with each request for payment; or
(4) DoD makes a payment for commercial transportation services provided under a Government rate tender or a contract for transportation services using a DoD‐approved electronic third party payment system or other exempted vendor payment/invoicing system (e.g., PowerTrack, Transportation Financial Management System, and Cargo and Billing System).
(d) The Contractor shall submit any non‐electronic payment requests using the method or methods specified in Section G of the contract.
