Blanket Purchase Agreement

Fire Information Technology

Short-Term Equipment Rental

1. Purpose

The United States Department of Agriculture (USDA), Forest Service (FS), Chief Information

Office (CIO), Fire Information Technology (FIT) branch seeks a Blanket Purchase Agreement

(BPA) for short term rental of IT equipment. This BPA will facilitate the information technology

(IT) needs of Incident Management Teams (IMT), dispatch, and other fire support organizations/personnel. This equipment is to support emergency management and will include:

• Computers and tablets for field use

• Printing and duplication equipment

• Networking equipment

• Display and projection equipment

This equipment will be rented by the month and returned when no longer needed. Use of a specific order of equipment can range from a single month to multiple months. The equipment will be available to be rented year-round but will be most heavily used from April through October, mostly coinciding with the western fire season. Equipment can be used for any emergency support and must be consistently available throughout the year.

2. Background

USDA FS Service is responsible for the management of 193 million acres of public land. This includes management of many disciplines such as wildland fire. Much of the management of wildland fires is done in cooperation with partners from other government entities who are responsible for land management. Part of this effort includes managing both cloud hosted and local data pertaining to the fire itself, the personnel assigned to its management, and coordination efforts with partners and the public. This work is largely conducted on rental computers and peripherals.

The USDA FS CIO FIT branch is taking the lead on behalf of the interagency fire community to establish a national rental contract to meet the needs of the Forest Service and partner agencies.

USDA FS CIO FIT branch was created in 2020 to consolidate the IT personnel who’s work focuses on the application of information technology to support fire and emergency management. The branch manages a variety of hardware and software solutions specific to the Agency’s mission.

Much of the emergency management activity occurs in the field, in close proximity to wildfires or other emergencies, and is comprised of interagency personnel. This interagency effort includes

USDA-Forest Service, Department of the Interior - Bureau of Land Management (DOI - BLM), National Park Service (NPS), Bureau of Indian Affairs (BIA), US Fish and Wildlife Service (FWS), Department of Homeland Security – Federal Emergency Management Administration (DHS-

FEMA), State Forestry Agencies from all 50 States and many Municipal Agencies, Tribal, County and Local Governments and Non-Government and public partners.

Rental equipment is heavily used across the country in the emergency response effort. Previous contracts with rental Contractors have been region specific or nationwide but all such contracts are expired. This contract will be executed by the USDA Forest Service but will be available to be used by USDA and any of the interagency partners listed above.

Equipment to be rented includes laptop computers with standardized specifications (defined as

Standard Fire Laptop in Attachment 1) and laptop computers with specifications for geospatial specific applications (defined as Advanced Fire Laptops in Attachment 1).

Additional equipment including networking equipment, printers, associated peripherals, and cellular capable tablets is within scope of this contract.

A single-use license will be authorized per Advanced Fire Laptop prior to shipping. Upon return, the license will be de-authorized, the laptop re-imaged, and another/new license will be authorized. De-authorizing licenses prior to re-imaging reduces lost licenses, reduces total licenses needed, and limits cost exposure to Government and must occur.

A copy of this certification document will be inserted into the shipping box with the device when it is reordered and shipped to the field for use. The

Contractor shall submit a second copy of the certification document for all equipment rented and shipped to the field as an appendix to the Monthly Usage Report. The Monthly Usage

Report shall contain a copy of ALL equipment certifications for the reporting period. At a minimum, the certification document shall include the following:

a. Make, Model, & Serial Number

b. Property Tag Number (if applicable)

c. Signature of contractor personnel reimaging the device and installing the base image

d. Date device was reimaged

Attachment 1.

3.6.4. Provide two Sample Tablet Computers, per class of device, to COR/designee by February

15th of each year for testing and configuration of specific incident settings.
