About this file

This is a proposal scoring criteria document for the County's (CCHD) evaluation of Strategy Execution & Performance Management Platform vendors in Maryland. The procurement seeks a comprehensive software solution to support department-wide strategy execution, performance management, and Public Health Accreditation Board (PHAB) accreditation. The platform must integrate multiple planning initiatives including the Strategic Plan, Community Health Improvement Plan (CHIP), Community Health Needs Assessment (CHNA), Quality Improvement Plan, and Performance Management Plan within a centralized system. Proposals will be evaluated using a best-value approach with a maximum score of 100 points across six weighted evaluation categories: Functional Capabilities & Alignment with CCHD Needs (35 points), Implementation, Usability & Project Approach (15 points), Security, Privacy & Technical Capabilities (15 points), Training, Customer Support & Ongoing Services (15 points), Vendor Experience & Qualifications (10 points), and Cost & Overall Value (10 points).

The evaluation criteria emphasize functional requirements including configurable plan hierarchies, PHAB domain alignment, performance measurement capabilities, workflow automation, and leadership-ready reporting and dashboards. Vendors must demonstrate a clear implementation methodology with realistic timelines, an intuitive user interface, and integration capability with Google Workspace and other systems. Security requirements mandate recognized attestations such as SOC 2 Type II certification, encryption protocols, role-based access controls, and confirmation of CCHD data ownership with export capabilities. Vendor qualifications must include demonstrated experience with strategy execution and accreditation management software, preferably for public health or government organizations, along with qualified implementation and support teams. Prior to applying weighted scoring criteria, proposals must meet mandatory pass-fail requirements including timely submission, minimum vendor qualifications, security compliance confirmation, data ownership guarantees, pricing transparency, and demonstrated implementation and support capabilities.
